JOB TITLE: INSTRUCTIONAL SYSTEMS SPECIALIST
LOCATION: GROTON, CT SUBMARINE LEARNING CENTER (SLC)
STATUS: FULL-TIME, EXEMPT, SALARY, ONSITE
CLEARANCE: ACTIVE SECRET CLEARANCE
Carley is seeking an Instructional Systems Specialist to support the Submarine Learning Center (SLC) in Groton, CT. This role is ideal for a mission-focused instructional systems professional who can work onsite at a Navy schoolhouse on a military installation or support remotely, and who can obtain and maintain the required security clearance and credentials, including a CAC, for base access and performance of duties. This position requires 10% anticipated travel and the ability to lift up to 50 lbs. on limited occasions, as needed.
WHAT YOU'LL DO AT CARLEY:
  • Design, develop, produce, and implement instruction using the Instructional Systems Development (ISD) model.
  • Select instructional media, materials, and equipment that support learning objectives.
  • Plan and produce instructional materials.
  • Identify relationships between training deficiencies and required training system modifications.
  • Write training materials, including tasks, learning objectives, formats, organization, content, lesson maps, instructional strategies, methodologies, learning events and activities, test items, and interface design and controls.
  • Develop video and audio scripts, storyboards, graphics, and data files.
  • Develop instructor guides, exercise controller guides, on-the-job training handbooks, and student guide materials.
  • Plan, develop, and review objectives, content, methods, resources, and evaluation procedures in an unbiased manner.
  • Develop testing instruments to pretest learners' previous learning levels; measure cognitive, psychomotor, and performance accomplishments during formative and summative evaluations; and test achievement at the end of a course of instruction.
  • Develop testing plans, test administrator's guides, and cross-reference lists of test items and related learning objectives.
  • Assist with formative and summative evaluations and apply findings to improve training and instruction.
  • Perform other duties and support projects as assigned and needed.

WHAT YOU'LL BRING:
  • BA/BS degree in Management Information Systems or any computer field and a minimum of 3-5 years of experience in instructional systems analysis, design, and development.
  • Degree requirement may be waived if equivalent, extensive, and related experience with a contract for the Navy or another DoD agency can be demonstrated.
  • Degree in Education, Psychology, or Instructional Systems Design preferred.
  • Knowledge of learning theory and the principles, methods, practices, and techniques of one or more specialties of the instructional systems field.
  • Knowledge of one or more subjects or occupations in which educational or training instruction is provided, as applicable.
  • Experience with the ISD model in developing new and/or revised instructional materials.
  • Experience in the design, development, and analysis of programs or systems related to training systems.
  • Evidence of experience or related experience in emerging technologies during the past 3 years for educational and/or training applications.
  • Thorough understanding of the Navy Training Process (NTP), including the AIM toolset (CPM and LO Module).
  • Must have an active Secret clearance and/or have been active within the last 24 months, with the ability to maintain the applicable security clearance(s) and additional credentials, including a CAC, required to access a military installation and perform assigned duties.
  • Ability to lift items and/or equipment up to 50 lbs. on limited occasions.
  • Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED.
