The coordinator responsible for the CCAPEX and rental eviction devices plays a central role in steering, coordinating, and providing expertise within the social housing policy led by the DDETS. Their role aims to prevent residential disruptions, secure the maintenance in housing when possible, coordinate partners involved in the most fragile situations, and ensure a homogeneous, responsive, and legally secure treatment of rental eviction procedures. This role also includes a strong managerial dimension, through the supervision and animation of a team of 4 instructor-managers in charge of the CCAPEX and rental evictions. In this capacity, the coordinator organizes the team's activities, distributes files, sets priorities, ensures respect for deadlines, and guarantees service continuity. They support agents in handling complex situations, secure file processing, harmonize practices, and promote collective skill development. They operate within a framework of proximity management, based on technical support, dissemination of regulatory developments, team animation, and the ability to rally instructors around shared objectives of quality, rigor, and responsiveness. Operationally, the coordinator implements and coordinates the functioning of housing retention devices and rental eviction management procedures. They validate agendas and minutes of commissions and preparatory meetings, provide technical advice to instructors, deploy and update monitoring tools, inform partners, and ensure the reliability of procedures. They participate in pre-CCAPEX devices and coordinate them, particularly through territorial partnership platforms and the FSL on complex situations. They also animate the eviction management policy, particularly by following up on requests for public force assistance with the Cabinet of the Prefect, in liaison with the head of the department. They contribute further to PDALHPD actions through the organization of thematic workshops of the CCAPEX. The coordinator contributes to the analysis of activity with partners, notably the FSL, CAF, Indecent Housing Pole, and service instructors, and co-develops the Charter of Eviction Prevention. They pilot the activity via statistical tools and compile the annual activity report. Finally, they ensure legal vigilance, harmonize practices, inform the team on regulatory and jurisprudential developments, participate in the evaluation of local orientations, and take part in coordination instances useful for monitoring situations.
Profile SoughtThe position is aimed at a category B agent of superior class at minimum (holder), with a mastery of social housing policies. The candidate must be able to implement, organize, and secure sometimes complex procedures, in an environment heavily constrained by deadlines, regulatory requirements, and institutional expectations. A good knowledge of the administrative, institutional, and legal environment is expected, as well as a real ability to analyze situations, identify the stakes, and propose adapted responses. Mastery of administrative and office techniques, information management, and the applicable deontological framework, particularly regarding shared secrecy, is a prerequisite. The position requires confirmed technical expertise in the management of eviction prevention devices, particularly in coordinating the functioning of commissions and preparatory meetings, ensuring the reliability of agendas and minutes, advising instructors, updating monitoring tools, accompanying the evolutions of business applications, and ensuring regular legal vigilance. They must also be able to animate partnership networks, conduct meetings, facilitate exchanges between institutions, and harmonize practices among actors. Confirmed aptitude for synthesis, analysis, written and oral expression, and partnership negotiation is therefore indispensable. The expected profile also includes a strong managerial dimension. Legal BasisThis position is open to any competent candidate, whether civil servant or not. In the current constrained budgetary context, internal applications will be examined preferentially. The recruitment of a non-civil servant candidate would be on a contractual basis, a priori for a 3-year contract (to be confirmed with the recruiter), after verifying the absence of a suitable civil servant candidate (legal basis: 2° of article L.332-2 of the general code of the civil service of the State). At the end of the 3-year contract, it is conceivable to continue in a CDI or by another 3-year contract, subject to the agreement of the parties.
