Position Overview

The Market Manager – Fiber Construction is responsible for overseeing all field operations within an assigned market, including leadership of Construction Managers supporting large-scale fiber deployment projects.

This role ensures projects are delivered safely, on time, within budget, and in full compliance, while driving operational consistency, team performance, and client satisfaction.

The Market Manager serves as the key operational leader between executive leadership, field teams, and client stakeholders.

Key ResponsibilitiesMarket Leadership & Execution
  • Own performance of assigned market(s), including production, safety, quality, and profitability
  • Lead and manage multiple Construction Managers across fiber construction projects
  • Ensure successful execution of aerial, underground, HDD, splicing, and restoration work
  • Drive consistency across crews, projects, and regions
Team Leadership & Development
  • Provide direct oversight to Construction Managers, Supervisors, and field teams
  • Establish KPIs, expectations, and accountability structures
  • Coach and develop leadership to improve scalability and performance
  • Partner with recruiting to forecast workforce needs and support hiring efforts
  • Ensure proper onboarding and alignment of W2 employees, 1099 contractors, and vendors
Operational Systems & Visibility
  • Enforce use of systems (CRM, ATS, PM tools) for job tracking and reporting
  • Maintain visibility into:
    • Crew capacity
    • Production metrics
    • Project progress
    • Risk factors
  • Standardize workflows across all teams to reduce operational variance
  • Ensure accurate and timely reporting to leadership
Client & Stakeholder Management
  • Serve as escalation point for client issues within the market
  • Maintain strong relationships with clients, municipalities, and partners
  • Participate in project reviews, client meetings, and site visits
  • Ensure execution aligns with contractual obligations and expectations
    Compliance, Safety & Quality
    • Enforce OSHA standards and PTC safety programs across all projects
    • Ensure all crews and vendors meet compliance requirements
    • Oversee quality control, inspections, and client standards
    • Promote a culture of safety, documentation, and accountability
    Vendor & Subcontractor Management
    • Oversee onboarding and performance of subcontractors
    • Ensure vendors operate within PTC standards and contractual requirements
    • Partner with internal teams for vendor vetting and onboarding
    • Address performance issues and escalate as needed
    QualificationsRequired
    • 7+ years of experience in fiber construction / OSP telecom operations
    • 3+ years of leadership experience managing managers or multi-crew operations
    • Strong experience with aerial and underground fiber construction
    • Experience with HDD/boring, splicing, and restoration workflows
    • Proven ability to manage multi-market or multi-state projects
    Preferred
    • Experience supporting major telecom clients (Lumen, Frontier, Comcast, AT&T, etc.)
    • Experience in large-scale fiber deployment programs
    • Familiarity with and project management systems
    • OSHA certifications
