Job Duties:
The City of Virginia Beach is recruiting two Construction Code Inspectors to join the Permits & Inspections division of the Planning & Community Development Department. This posting may be filled as a Construction Inspector I or Construction Inspector II depending on the qualifications of the selected applicant. The associated pay grades are as follows:
Construction Inspector I: G.18 $40,518.40 - $62,795.20
Construction Inspector II: G.22 $49,254.40 - $76,336.00
Primary duties with this position will be:
  • Review engineering construction plans and specifications with construction and repair of highway and drainage facilities, electric, gas, and cable utilities in city right of ways and roadways providing ingress and egress of commercial and residential properties to ensure compliance and use of proper methods and materials with City and State regulations and standards;
  • Coordinate with City agencies, contractors, developers and other affected agencies;
  • Conduct various inspections in order to ensure proper construction in highways, curbs, gutters, sidewalks, and pavement; and test drainage systems, including, pipelines, appurtenances, and stormwater management facilities;
  • Perform inspection duties and make minor field engineering decisions as needed;
  • Inspect and ensure E & S and Stormwater measures are in compliance with City and State regulations and standards;
  • Maintain records and prepare reports to document work performed and enter results in the Accela Permitting system;
  • Meet with contractors, superintendents, and owners for pre-construction meetings;
  • Answer telephone calls from recipients of notices of violations, complainants, and homeowners for information;
  • Tasks or projects as assigned by Supervisor, Division Head or Director;
  • Respond to complaints pertaining to new construction such as utilities, land disturbance, City Right of Way, Chesapeake Bay Preservation Area (CBPA), etc;
  • Inspect both installation and removal of underground and above-ground storage tanks.
  • Obtain Erosion and Sedimentation (E & S) Certification as required by the Department of Environmental Quality (DEQ)within one year of the hiring date
  • Obtain Stormwater Certification as required by DEQ within 18 months of the hiring date.

Minimum Requirements:
Construction Inspector I Minimums: Requires High School, or GED, plus two (2) years of progressive experience in fields providing the required knowledge, skills and abilities. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Construction Inspector II Minimums: High School or GED, plus five (5) years progressive experience in fields providing the required
knowledge, skills and abilities or any equivalent combination of progressive experience and technical training which provides the necessary knowledge and experience. Must have, or obtain, a current and valid Virginia or North Carolina driver's license in accordance with Virginia or North Carolina DMV driver's license eligibility requirements.
