Position Summary

The Senior Contracts & Estimating Specialist is responsible for the development of competitive and compliant cost proposals, contract administration, pricing of contract modifications, and monitoring contract performance for ship repair and modernization projects. This position supports both pre-award and post-award activities and serves as a primary liaison between Tecnico, customers, subcontractors, and internal stakeholders.


Essential Duties and Responsibilities

  • Review solicitations, specifications, drawings, and statements of work.
    Develop labor, material, subcontractor, and equipment estimates.
    Perform ship checks to validate scope and measurements.
    Solicit, evaluate, and negotiate vendor and subcontractor quotations.
    Develop subcontractor work scopes and coordinate bid requests.
    Prepare cost proposals, BOEs, assumptions, exclusions, and risk assessments.
    Administer contracts from award through closeout.
    Serve as primary contractual point of contact.
    Price contract modifications, REAs, and growth work.
    Analyze financial reports and monitor contract performance.
    Support Program Managers in forecasting and budgeting.
    Coordinate with Planning, Production, Procurement, and QA.

Position Requirements

Duties and Responsibilities

Education and Experience:

  • Five (5) or more years of ship repair estimating, contracts administration, or project management experience.
    Bachelors Degree in Business, Finance, Accounting, Engineering, Construction Management, or equivalent experience.
    Experience with U.S. Navy, MSC, USCG, and commercial vessel repair contracts preferred.

Knowledge, Skills and Abilities:

  • Extensive knowledge of FAR, DFARS, and Government contracting regulations.
    Strong understanding of NAVSEA specifications and ship repair standards.
    Experience with Fixed Price, Cost Reimbursable, Cost Plus, and T&M contracts.
    Ability to interpret drawings, specifications, and work items.
    Strong negotiation, analytical, and communication skills.
    Proficiency in Microsoft Office and estimating software.
    Ability to obtain and maintain Government facility access credentials.
