Job description

Job Title: Housing Program Manager
Location: Los Angeles, California
Employment Type: Full-Time
Reports To: Program Director

Position Summary

Our client is seeking a compassionate, organized, and mission-driven Housing Program Manager to oversee shelter and housing stabilization programs serving individuals and families experiencing homelessness. This role is responsible for the day-to-day management of shelter operations, staff supervision, program compliance, community partnerships, and ensuring high-quality, trauma-informed services for program participants.

The ideal candidate is a strong people leader who can balance operational oversight with client-centered care while maintaining compliance with funding and regulatory requirements.

Key Responsibilities
  • Oversee daily operations of shelter and housing programs to ensure safe, effective, and compliant service delivery
  • Supervise, coach, and support program staff, including case managers, shelter staff, and support personnel
  • Monitor program performance metrics, outcomes, and documentation requirements
  • Ensure compliance with agency policies, contract requirements, HMIS standards, and applicable regulations
  • Support participant intake, crisis intervention, conflict resolution, and housing stabilization efforts
  • Coordinate with community partners, service providers, and external stakeholders
  • Assist with program development, implementation, and continuous quality improvement initiatives
  • Monitor staffing schedules and ensure adequate program coverage
  • Conduct regular site visits and operational reviews
  • Support incident reporting, safety procedures, and risk management protocols
  • Participate in leadership meetings and strategic planning efforts
Qualifications
  • Bachelor’s degree in Social Work, Human Services, Public Administration, or a related field preferred
  • Minimum of 3–5 years of experience in housing, shelter services, homelessness response, or social services
  • Prior supervisory or program management experience preferred
  • Knowledge of trauma-informed care, harm reduction, housing-first principles, and community resources
  • Experience with HMIS or other case management/documentation systems preferred
  • Strong organizational, communication, and leadership skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Valid driver’s license and reliable transportation preferred
Preferred Skills
  • Experience managing grant-funded programs
  • Familiarity with HUD, county, or state housing program requirements
  • Crisis de-escalation and conflict management skills
  • Ability to build strong relationships with community stakeholders and multidisciplinary teams
Work Environment

This position may require work within shelter environments, field visits, community meetings, and occasional evening or weekend availability based on program needs.

Compensation & Benefits

  • Annual salary range of $70,000–$80,000
