Job description

The System Associate General Counsel is responsible for providing legal and related services under the direction of the System Vice President and General Counsel for the healthcare system currently comprised of Cabell Huntington Hospital, Pleasant Valley Hospital, St. Mary's Medical Center ("the hospitals"), Mountain Health Network, and their related organizations and subsidiaries.

Specific Duties and Responsibilities (under the direction of the System Vice President and General Counsel):

  • Provides general legal services for the system and its hospitals.
  • Prepares and reviews contracts and/or agreements between the system and outside agencies or organizations.
  • Oversees the preparation and review of contracts and/or agreements at the hospital level.
  • Interprets proposed or newly enacted legislation and regulations affecting the system.
  • Appears before and make presentations to government and private agencies on behalf of the system.
  • Reviews legal matters relating to corporate records, required reports, board minutes, resolutions and corporate and medical staff bylaws.
  • Participates in legal education programs on selected topics for system employees and officers.
  • Participates in educational programs and activities related to quality improvement.
  • Performs or assists in the following Insurance and Risk Management functions in conjunction with the General Counsel or other designated personnel.
    • Oversees operation of a comprehensive, system-wide Insurance and Risk Management Program.
    • Oversees handling of professional and/or general liability claims and potential claims against the system and its hospitals.
    • Works with outside financial institutions and actuarial consultants in administering self-insurance programs.
    • Works with outside insurance personnel to procure and maintain adequate insurance protection for the system and its hospitals.
    • Provides legal and risk management support and assistance for patient safety and other Joint Commission required programs.
  • Assists the system Chief Medical Officer in matters involving medical staff bylaws, privileges and due process matters.
  • Provides legal support and assistance for patient safety and other Joint Commission required programs.
  • Provides assistance in dealing with legal issues relating to reimbursement, labor/management relations, employee benefit matters, health planning, medical research, and related questions.
