### Summary

This position serves as the Financial Administrative Specialist in the Support Services Division. The incumbent is fully experienced and serves as the subject matter expert (SME) for the internal and external customers on operational matters and on exercising program responsibility.

### Responsibilities

* Examines, certifies and audit vouchers submitted for payment, while assessing compliance with applicable laws, regulations, policies and procedures.
* Establishes and maintains internal controls systems with a special emphasis on the operational areas identified as having a high risk of fraud, waste, and abuse.
* Prepares fiscal, administrative, and other statistical reports as deemed appropriate and/or as required and serves on such other projects as directed.
* Independently performs reviews for accuracy and consistency of data such as audits, debts and reimbursement.
* Provides technical advice to all Regional Office employees on complex and unusual benefit award adjustments, special payment issues, and accounts receivable actions on the applicable computer applications.
* Performs accounting reviews and payment function checks for discrepancies and advises management with proposes plans to prevent future unassociated funds situations.
* Serve as subject matter expert in all areas of the Financial Operations section.
* Oversee the work of the Financial Specialist and insures appropriate separations of duties are in place and the financial integrity of the regional office is maintain and upheld.
* Develops procedures and coordinates activities across functional lines with other divisions, Regional Offices, service organization, and with other government departments or agencies.
* Responsible for planning, organizing, assigning and reviewing the work performed within the Operations area.
* Must be well versed in all facets of the financial and general operating procedures for the Regional Office, which requires substantial technical and managerial expertise.
* Serves as a Certifying Official authorizing all financial transactions, adjustments, and Collections.
* Ability to conduct the most detailed audits and analysis.

### Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,

**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
* **GS-7:**
* **Specialized Experience GS-07 Level:** Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-05). Specialized experience is defined as experience in accounting or financial operational systems, analyzing reports/data and applying procedures in compliance with applicable laws and regulations. Examples of specialized experience would typically include, but are not limited to:
* Basic analytical, technical and customer service skills and ability to make recommendations based on research;
* Procuring supplies, equipment or services for an organization in accordance with regulations governing the type of purchase;
* Assisting with budget development and execution;
* Providing organizational support services for an organization such as timekeeping, preparing travel vouchers, documents or correspondence and responding to procedural questions from staff or the public. **OR,**
* **Education:**Applicants may substitute a bachelor's degree with Superior Academic Achievement (SAA) for the experience required for the GS-07 level. SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society; **OR,**
* **Education:**Applicants may substitute one (1) full year of graduate education for the experience required for the GS-07 level. Such education must demonstrate the competencies for this position. **OR,**
* **Combination:**Applicants may also combine education and experience to qualify at the GS-07 level. Equivalent combinations of Specialized Experience and Graduate-level education. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.)
* **GS-9:**
* **Specialized Experience GS-09 Level:** Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is defined as experience in federal accounting or financial operational systems, analyzing and auditing federal reports, data or procedures in compliance with applicable federal laws and regulations. Examples of specialized experience would typically include, but are not limited to:
* Compiling or analyzing a federal organization's budgetary or financial data to ensure accuracy and identify problems under the pressure of quickly changing priorities and time constraints;
* Auditing and certifying federal reimbursement vouchers resulting in payment to claimants or other businesses or agencies;
* Interpreting and applying laws or regulations related to federal financial analyses and organizational improvement initiatives;
* Providing senior level technical advice to federal employees and management on the principles, practices, and laws pertaining to finance programs and operations;
* Analyzing financial information for the purpose of recommending efficient use of federal resources. **OR,**
* **Education:**Applicants may substitute a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D, if related. Note: Coursework must have equipped you with the competencies described below. **OR,**
* **Combination:**Applicants may also combine education and experience to qualify at the GS-9 level. Only graduate level education beyond the first year may be used to qualify at the GS-09 level. To compute your combined percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify for this grade.
