This full-time role is responsible for managing the collection, cleaning, and distribution of data from multiple data sources (quantitative and qualitative) for internal and external use in order to increase the number of Asheville and Buncombe County students who graduate from high school ready for college, career, and community. The Community School Strategy is based on ongoing improvement in response to timely, clear analyses of data--this role is a key member of the team responsible for ensuring that stakeholders have easy access to actionable data.
The Data and Evaluation Specialist works in partnership with United Way of Asheville and Buncombe County (UWABC) staff, members of the community-wide youth development network, and students and families to promote the foundational principle of the Community School Strategy that educational excellence and equity are inseparable and to operationalize the vision and guiding principles of UWABC.
Oversee data collection for Community School initiatives managed by UWABC (Homework Diners, tutoring/mentoring, family events, etc.).
Train school-based UWABC staff on procedures for data collection and data entry.
Monitor and report on data completeness and cleanliness.
Design improvements to these procedures as necessary, based on input from all stakeholders.
Manage data collection from youth development network partners who track program-level performance-measures as part of the youth development network’s Results-Based Accountability (RBA) framework, including partners implementing services as part of the Full-Service Community Schools federal grant.
Manage data collection as part of the Community School Assets and Needs Assessment process.
With the Community Schools data team, support Community School Coordinators in the development of survey/focus group questions, data collection procedures, and analysis of resulting qualitative and quantitative data.
Monitor public data sources (including NC Department of Public Instruction school-level data and other sources of school-level, city/county-level, and state-level data) to guide consistent utilization of relevant data across each school community’s Assets and Needs Assessment.
Assist with the creation of each school community’s final report.
With Community Schools Learning and Evaluation Manager, develop and implement procedures for ensuring that external evaluators, youth development network, RBA Workgroup, school-based teams, and other stakeholders have access to the proper data to carry out continuous quality improvement and formal evaluation.
Support reporting and compliance for local, state, and federal grants.
Become knowledgeable about compliance and reporting requirements required by grants.
Maintain complete, accurate, and organized compliance data and supporting documentation.
Monitor program-level performance measures and community-level indicators aligned to grant-reporting requirements and support the creation of grant reports.
Support sourcing and writing applications for new (and renewing) grants to support the work of the Community Schools strategy.
Support and coach end-users of youth development network data systems, including the Early Warning and Response System data dashboard.
Other tasks, as assigned or approved based on professional interests, to support the mission of UWABC (serving on cross-departmental workgroups, serving on community-wide advisory committees, occasional fundraising support, etc.)
Commitment to United Way of Asheville and Buncombe County’s vision, mission, focus, and guiding principles. In particular, a strong commitment and track record with regard to the guiding principle of equity at the center.
Bachelor’s degree in relevant field or comparable related experience, training, or demonstrated skill in key areas.
1+ years of experience in analyzing and interpreting school or program data, both quantitative and qualitative.
Intermediate or advanced knowledge of Microsoft Excel.
High technological proficiency and demonstrated ability to learn new technical/data skills. Prior experience with any of the following (or similar) would be an asset to this role (but not required): Salesforce, Airtable, PowerBI, and PowerSchool or other school data/information systems.
Understanding of public education system and youth service organizations (ideally in Asheville and Buncombe County) and the ability to envision a transformed education sector and act strategically to enact that vision.
Knowledge of and experience with (or willingness to develop expertise in) any of the following: collective impact, program evaluation, Results-Based Accountability (RBA), grant administration, improvement science, cradle-to-career pathways, change management, systems thinking/practices.
Ability to productively manage internal and external stakeholders, even in the absence of formal authority.
Strong verbal and written communication skills, including the ability to support key internal and external stakeholders’ understanding of complex technical concepts.
General attributes: works effectively with people from different backgrounds and with different interests and levels of technical skill, strong self-motivation, and works well both independently and on teams.
