Supervisor Health, Safety and Environmental-The Supervisor, Health, Safety and Environmental is primarily responsible for providing daily direction to the Health, Safety and Environmental personnel in performing environmental tests, monitoring compliance with governmental regulations, providing employee training sessions and ensuring alignment of programs and processes between the area locations and company policies and goals. The incumbent will lead employees to support compliance with DOT and OSHA health, safety and environmental requirements and exemplifies the safety philosophy and procedures developed by the Company; integrates safe work practices into routine departmental operations and ensures employees are adequately trained to perform their work safely; monitors the workplace and with employees identifies conditions or behaviors that should be corrected to ensure unsafe or unhealthful conditions are avoided, investigates workplace incidents and takes prompt corrective action(s) necessary to ensure the safety and health of employees and prevent recurrence of incidents. The incumbent will supervise the individual work of Health, Safety and Environmental Specialists, determines work priorities, schedules work assignments, selects, orients, trains and evaluates individual work performance and recommends associated personnel actions. Reviews and develops standardization of processes and procedures ensuring compliance and performance improvements within the organization. Managers vendor contracts, analysis of expenses and makes recommendations for cost savings and efficiencies where appropriate. Compiles information for the preparation of the annual budget. Responsible for waste minimization, maintaining compliance and regulatory reporting. Manages the implementation and administration of the Environmental Management System ensuring complete and accurate data. Oversees the annual Health, Safety and Environmental internal audit. Completes location site visits and assists with on-site supervision of large projects in the field. Prepares and makes training presentations to employees on health, safety, security and environmental policies and practices and works with the Training Administrator to ensure that training is completed accurately and effectively. Responsible for training new Health, Safety and Environmental Specialist personnel as well as remediation training for existing personnel and contractors ensuring compliance with all company policies and procedures. Performs emergency preparedness and response duties as defined in the Emergency Response ePlan and written procedures. Qualifications include a Bachelor's degree in Engineering or related field and seven years of prior experience in health, safety, environmental is required. Field pipeline operations and supervisory experience and Professional Engineer license (PE) is preferred. Additional formal training in safety procedures and the preparation and presentation of training programs and a certification in safety is preferred. The successful candidate must have the ability to actively engage in safe behaviors and to understand and follow the principles and methods related to pipeline and workplace safety as established by the Company. Knowledge of emergency and safety procedures, policies, documentation procedures, equipment operating parameters, and all applicable DOT, FERC, EPA, DHS and OSHA requirements. Knowledge of scientific principles and applications to design, create and/or modify processes, operations, equipment, structures, etc. Knowledge of project management tools and techniques. Knowledge of principles and methods for planning, monitoring, tracking and managing the people, time budget and quality of work on project(s). Demonstrated ability to coordinate and manage multiple projects simultaneously. Good interpersonal skills are required to supervise personnel and interact with contractors. Working knowledge of safety regulations related to waste minimization, reporting and compliance.
