Job Summary:

Act as a Human Resources generalist by performing professional and analytical duties in most or all HR functional areas including recruitment and selection, employee and labor relations, classification and compensation, training, HRIS, and/or benefits. Actively participate on HR project teams and oversee projects and programs as assigned. Complete tasks according to established policies and procedures, work independently with limited supervision. Provide experienced technical, professional, and analytical Human Resources consultation and oversight to managers and employees. Apply appropriate laws, policies, and contract language to HR issues and provide responsive, approachable, and effective customer service.


Reports to: Chief Administration Officer

Job Duties/Responsibilities:

Essential Functions

  • Recruitment and Selection: Counsel hiring managers on all aspects of the recruitment and selection process. Screen applications, prepare written tests, practical examinations and interview questions, participate on interview panels, reference and background top candidates, assist with job offers and write offer letters, and ensure recruitment files are complete and adequately archived. Oversee and coordinate promotional Civil Service exam processes.

  • Employee Relations: Council managers and staff on employee relations issues and conduct investigations as necessary.

  • Labor Relations: Participate on the labor negotiation team and handle grievances as assigned.

  • Compensation and Classification: Research and analyze salary data and draft recommendations on wage and salary administration, revise job descriptions, conduct job analysis and classification studies reviews, recommend appropriate classification levels, conduct internal salary studies as assigned, and respond to external salary survey and other data requests.

  • Benefits: Oversee leave and accommodation requests, conduct benefit orientations and annual open enrollment.

  • Training: Prepare for and assist in conducting internal training on HR-related topics, including team building, performance management, policy compliance, etc. Assist with external training as necessary.

  • HRIS: Run HR-related reports on a regular and ad-hoc basis, maintain and update various HR systems (payroll/HR, Internet website, Intranet website, recruitment and selection, performance management, etc.), research and correct data entry, position control, payroll and systems issues, ensure proper retention and retrieval of data and reports, etc.

  • Policies and Procedures: Assist with the development and revision of various policies and procedures, and answer questions regarding policies and procedures.

  • Civil Service: May serve as Secretary and Chief Examiner to the Civil Service Commission. Ensure compliance with Civil Service rules and regulations when handling HR actions and especially recruitment and selection. Recommend changes to Civil Service policies and procedures, and ensure approved changes are implemented and followed.

  • Ensure actions and recommendations are in compliance with HR policies and procedures, and federal, state, and local laws.

  • Act as ADA Coordinator.

  • Remain current with relevant technological advancements as it relates to field.

Education, Experience and License Requirements:

Bachelor’s degree in human resources, public administration, business, or related field.

  • Four years human resources experience in recruitment and selection, employee relations, labor relations, classification/compensation, training, HRIS, benefits/leave administration, and/or related human resources field.

  • Or 8 years of relevant education and experience.

  • Civil Service experience preferred.

  • Public sector experience preferred.

  • PHR or SPHR certification preferred.
