Performance Value Management (PVM), LLC - A Disruptive Agile and Methodology Driven Management Consulting, Professionals Services, Cyber Security and IT company providing services to the Federal Government, DOD, Military and Commercial markets.

PVM is currently seeking a Applications Programmer - Senior for a Postal location, Wilkes-Barre, PA in support of a multi-year contract with the United States Postal Service (USPS).

Description:

Under general direction, devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Designs, codes, tests, debugs and documents those programs. Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to lower level programmers to ensure program deadlines are met. Performs all functional duties independently. Works on high-visibility programs, or mission critical aspects of assigned program(s). Oversees the efforts of direct reporting resources and/or is responsible for the efforts of all staff assigned to a specific job.

Primary Skills and Experience:

• Strong knowedge of/experience with one or more of the following:

•• 10+ years of advanced working skills with Oracle Applications (E-Business Suite) R12 in AR, GL, OM, INV, SLA, WSH and PO modules;

•• Oracle Application 12.2.7 Upgrade experience;

•• 6+ years of expert experience working with a relational database using SQL/PLSQL skills;

•• Significant knowledge and experience in all aspects of enterprise-level analytics, operations support, and reporting;

•• Advanced experience developing and writing requirements according to standard templates, including data needs and business rules; and

•• Experience with performance tuning to ensure acceptable report execution times, including validation of report SQL.;

•• Java experience a plus;

•• Containers;

•• DevSecOps; and

•• Secure Coding Practices, such as Encryption of Data In Motion/At Rest and input Validation.

Additional Skills and Experience:

• A minimum of ten (10) years experience in software development or related field;

• A degree from an accredited College/University in Software Engineering, Computer Science, or related discipline is preferred;

• Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program;

• Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job;

• Experience training/mentoring less experienced personnel;

• Able to adhere to client development standards and comply with Sarbanes-Oxley (SOX) requirements;

• Ability to communicate well with a wide variety of audiences, both business and technical;

• Proven ability to develop and maintain system documentation;

• Working knowledge of/experience with Agile methodologies and other SDLC methodologies;

• Knowledge of/experience with the following:

•• VersionOne;

•• ServiceNow;

•• Application Lifecycle Management (ALM).

Education:

Bachelor or master degree in Computer Science, Computer Studies, Information Security (or equivalent combination of education and experience)

Security:

  • Applicants selected will be subject to Postal security investigation and must meet eligibility requirements
  • Must be a U.S. Citizen or have a Green Card. H-1B visa holder must have been living in the U.S. for at least the last five years
