OCE has an opening for a General Manager position located at Eastern Oregon Correctional Institution (EOCI) in the vibrant and growing city of Pendleton, Oregon. OCE is seeking a GM that is eager to exceed customers' expectations by delivering on-time, high-quality products and services. With collaboration among all disciplines within the organization, the GM will create a world-class, lean operation that is focused on OCE's customers and flexible enough to adapt to changing customer needs. This GM will provide leadership and encourage change to improve on processes, quality, safety, cost, and efficiency throughout EOCI. The GM encourages teamwork and collaboration while providing a positive work environment. OCE GMs are responsible for improving operational metrics/key performance indicators.


The General Manager (GM) supervises the operational and production output of OCE, EOCI Call Center, Garment and Laundry business. The GM will provide leadership and management for all aspects of the Garment Manufacturing Factory, Contact Center (Call Center) operations, and Commercial Laundry operations, while partnering with the EOCI Superintendent and institution safety and security staff.

The incumbent is at-will and serves at the pleasure and appointment of the OCE Administrator.


  • Leads, directs, and manages the daily activities of the OCE Garment, Call Center, and Laundry business located in EOCI.
  • Develops and implements methods and procedures for production/manufacturing, including quality control and maximum utilization of resources
  • Develops and establishes performance measures
  • Evaluates cost-effectiveness and efficiency of various business operations Ensures safe and environmentally healthy working conditions
  • Serves as a role model and ensures safe work behavior and practices by staff and assigned AIC workers

Customer Service

  • Ensures that, through subordinate OCE staff, customer orders and/or service levels are satisfactory
  • Provides excellent service to internal and external customers

Staff Management

  • Responsible for a safe, secure, efficient, and productive work environment
  • Develops and maintains positive employee relationships through consistent application of the collective bargaining agreement (CBA) contract for employment actions, such as work assignment, training, salary, overtime assignment, work shift scheduling, and working conditions
  • Responsible for the review and evaluation of ongoing and completed projects, staff hiring, performance review, recommendations, recognition, and discipline/termination
  • Maintains collaborative, two-way communication with staff and local union representatives

Fiscal Management

  • Develops short- and long-range business goals
  • Establishes, prepares, executes, and monitors business unit budgets
  • Monitors the preventive maintenance program of assigned OCE assets, equipment, and vehicles
  • Coordinates with OCE Fiscal for disposition of excess/non-serviceable assets, equipment, and vehicles

Partner and Public Relations Management

  • Ensures OCE operations comply with DOC security policies, procedures, and protocols Maintains positive, collaborative relationships with contracted business partners and serves as their liaison to DOC management
  • Conducts tours of OCE industries for visitors with educational, business opportunity, and legislative ties
  • May provide OCE presentations to local business, civic (i.e. chamber of commerce, city council, law enforcement, etc.), and private sector entities

AIC Assignee Management

  • Evaluates OCE AIC staffing levels for supervised business units to meet production level needs
  • Coordinates AIC staffing requests through OCE Offender Services and local Measure 17 coordinators

Executive Management Member at OCE

  • Member of OCE's Executive Management Team Attends bi-weekly Executive Management meetings
  • Reviews, modifies, and implements policies and procedures Establishes short- and long-range goals
  • Establishes and implements management systems and monitoring methods Attends weekly/monthly process improvement meetings
  • Participates in TRAIN, OCE's process improvement model


  • Four (4) years of management experience in a public or private organization which included responsibility for development of program rules, policies, short- and long-range goals/plans, program evaluation, and budget preparation.
  • Pass an initial and annual Law Enforcement Data System (LEDS) criminal background check
  • Pass pre-employment drug screening


  • Two (2) years of management experience in a public or private organization which included responsibility for development of program rules, policies, short- and long-range goals/plans, program evaluation, budget preparation AND a Bachelor’s Degree. Pass an initial and annual Law Enforcement Data System (LEDS) criminal background check
  • Pass pre-employment drug screening


Education - While not required, preference may be given to applicants who have a Bachelor's or higher degree in Business Administration, Public Administration or a related field.

Requested Skills - Preference may be given to applicants who can demonstrate experience, knowledge and/or skill in the following areas:

  • 7-10 years Management/Administration in a government agency or organization
  • Garment Manufacturing, Contact Center (Call Center), and/or Commercial Laundry experience
  • Specialized Garment manufacturing management
  • Concurrent management of multiple programs
  • Management in a unionized workforce
  • Budget planning, preparation and implementation for an agency or organization Advanced training in one or more areas of specialty such as program management, organizational management/improvement or change management


Oregon Corrections Enterprises (OCE) complies with the Federal Prison Rape Elimination Act (PREA). These include skilled nursing care, intermediate or long-term care, or custodial or residential care (e.g., group home, rehabilitation, assisted living/nursing home, hospice, etc.).

This standard requires OCE to conduct background checks on all applicants considered for employment or promotion to consider any incidents of substantiated allegations of sexual abuse or sexual harassment in determining whether to hire or promote anyone who may have contact with inmates.
