CVP is seeking a Facility Security Officer to join our growing firm. The Facility Security Officer (FSO) manages, administers, and coordinates CVP’s DOD security program and supports security processes for other federal agencies to ensure compliance with the National Industrial Security Program (NISP), and any other applicable government and company security policies and procedures. The FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. The FSO will maintain CVP’s facility clearance in accordance with the NISP. The FSO will possess working knowledge of the NISPOM/32 CFR Part 117 and general security requirements for DOD and other federal agencies.

Responsibilities

  • Supervise daily security activities and enforce government and company security policies. Interpret government policies for the development and implementation of security plans and procedures. Create and update security plans, procedures, and instructions.
  • Administer DOD personnel security clearance (PCL) processes to include:
    • Coordinating submissions for initial clearances and periodic reinvestigations;
    • Providing guidance and instruction to staff and management to ensure accurate and timely completion of security paperwork and fingerprints;
    • Tracking and reporting on the status of personnel clearances;
    • Performing personnel access control responsibilities including managing access in DISS, submitting Visit Authorization Requests (VARs), and documentation for badging processes (as required);
    • Submitting personnel incident, foreign travel, or other required reports via DISS; and
    • Maintenance of all PCL security documentation and files in accordance with DCSA requirements
  • Maintain CVP’s facility clearance (FCL) to include:
    • Completing all required activities to uphold CVP’s standing in the NISP, such as conducting annual FCL inspections, and gathering documentation for and participating in annual Continuous Monitoring reviews and periodic Vulnerability Assessments with DCSA;
    • Submitting change condition or other FCL-related update packages via NISS;
    • Investigating and reporting security violations and incidents or other required FCL reports; and
    • Maintenance of all FCL security documentation and files in accordance with DCSA requirements.
  • Participate in the development and execution of security education programs, including:
    • Delivering and documenting initial security briefings, as well as debriefings upon exit;
    • Managing, developing, and ensuring delivery of annual refresher and insider threat training; and
    • Advising personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports.
  • In addition to DOD PCL and FCL responsibilities, support the security onboarding/public trust clearance process for a variety of federal agencies, to include collection, review, and submission of security paperwork and fingerprints, as well as coordination of PIV and GFE issuance processes, when required.
  • Provide security support and guidance to Human Resources, Talent Acquisition, Contracts, Proposals, or other corporate departments as needed.
  • Train administrative personnel to assist with data gathering for security applications.

Qualifications

  • Must have an active DOD Top Secret security clearance.
  • 3+ years of experience as AFSO or FSO.
  • 7+ years of government contracting experience.
  • BS/BA Degree preferred.
  • Minimum of 6 years of experience in security field.
  • Successful completion of CDSE’s FSO Curriculum preferred.
  • Knowledge of the government security and information assurance processes.
  • Demonstrated ability to in-processing and maintain new employees and independent contractors.
  • Demonstrated ability to provide employees with personnel security guidance, to best assist them managing their clearances.
  • Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII).
  • Experience with DISS, SWFT, NISS, and e-QIP.
  • Ability to communicate effectively with corporate executives to provide status updates, ensure compliance with NISP requirements and provide guidance on security related questions or concerns.
  • Excellent oral and written communication skills.
  • Superior organizational skills.
  • Proficient in MS Office Suite.
