Community HousingWorks is looking for a Senior Project Manager for our multi-family affordable housing development department capable of starting an affordable housing project from site identification to completion. The right person will supervise and mentor Project Managers, and junior-level Project Managers and lead internal and external teams in the planning, implementation, and development of complex and large-scale affordable housing projects from conception to design and entitlements, finance, construction, and transfer to our Asset Management department.

Essential Functions:

  • Conceptualizes affordable housing projects appropriate to the site, market, CHW goals, and financing programs available.
  • Supervises Project Managers in leading the design in cost effective design from conceptual phase through construction documents, reflecting CHW specifications and programming, conformity to lender/investor and tax credit requirements.
  • Responsible for supervision of Project Manager in obtaining entitlements, permit and utility approvals. Manages the design process and work of development team including architects, general contractors, engineers and other consultants, to ensure adherence to project budget and schedule, cost containment and quality control. Coordinates design process with asset management and property management needs and criteria.
  • Orients, trains and mentors less experienced project management and subordinate staff.
  • Plans and implements strategies for obtaining community approval and project entitlements.
  • Attends City Council, Planning Commission, and other government agency meetings when project specific issues are being discussed or as requested.
  • Plans, implements and oversees all physical and financial due diligence necessary to safeguard the organization’s investments in real estate, corporate integrity that is consistent with CHW’s sustainability goals in conjunction with acquisition team.
  • Assists Project Finance Manager in project proforma, analysis financial feasibility, tax credits and bonds for project.
  • Oversees the preparation of bond and tax credit applications, financing documents, and closings.
  • Monitors construction activities regarding quality and cost control issues with the project manager and construction manager.
  • Conducts and arranges regular on-site construction site meetings and draw request meetings.
  • Negotiates contracts and seeks legal review as needed / requested.
  • Monitors project financial accounting and contract payments, lender and funder reporting requirements, in a timely manner.
  • Coordinates and supervises project transfer process from the project manager to asset management, project accountant and resident services staff.
  • Prepares and supervises project managers in preparing requests for project approvals and progress reports.

Knowledge, Abilities and Skills:​

  • Demonstrated experience of successfully supervising and training professional project managers to schedule.
  • Ability to find creative solutions for affordable housing site with available financing.
  • Must be able to manage due diligence, site planning, unit mix, costs and budgets from raw land. Knowledge of low and midrise including podium construction projects. Knowledge of high-rise (over 5 stories), a plus.
  • Current knowledge of California affordable multifamily housing, including tax credit and bond finance, policy, law and practice.
  • Ability to design due diligence program to create a recommended rehab scope on existing projects, considering financial, operational goals and constraints.
  • Demonstrated successful experience in preparing tax credit, bond, and other funding applications.
  • Ability to multitask, maintain focus and meet deadlines without prompting.
  • Demonstrated ability to work successfully with community groups, government and private lenders.
  • Strong analytical skills, superior written and verbal communication, negotiating skills, ability to learn new funding and design programs quickly and implement successfully.
  • Computer literacy in Microsoft programs; experience using MS Project is a plus.

Education & Experience:

  • Bachelors degree in urban planning, public administration, business, real estate, economics or related field, plus 7-10 years project management experience including 3-5 years of supervision of professional staff, with a nonprofit or for-profit real estate development firm or related business.
  • Experience with low-income housing tax credit financing.
  • Advanced degree is a plus.
  • Must be able to travel an average of 10%.
