POSITION TITLE/ROLE: Project Quality Manager
EDUCATION/CERTIFICATION LEVEL: Associates and Bachelor degree preferred, but will consider experience. Internal or Lead Auditor training is a plus.
YEARS OF EXPERIENCE IN POSITION TITLE/ROLE: 5-10+
TOTAL YEARS OF EXPERIENCE: 10+ with at least 5 years in Oil and Gas industry
Project Quality Manager
The Project Quality Manager shall be responsible for developing Project Quality plans and ensuring compliance with established Codes, Standards, Regulations, Policies, Procedures and Contractual Requirements (e.g., ISO9001, ASME Section VIII, B31.3, B31.1, and AWS D1.1).
Scope of Position:
•Maintain a clear understanding of CB&I and contract requirements
•Act as the focal point for project quality issues and resolution
•Advise Project Team on all QA/QC issues
•Participate in subcontracting and procurement cycles to ensure specified quality requirements are met
•Ensure the Site Quality Manager effectively manages all on-site QC inspection and testing activities.
•Monitor compliance to project quality objectives, applicable codes, standards, policies, procedures and specific contract requirements
•Coordinate QA audits of project activities and surveillance activities according to project Surveillance and Audit Plan.
•Liaise with the Client to manage client quality expectations for all pre and post contracts
•Assist in Pre contract review
•Foster, develop and nurture customer relations.
•Assist in review and approvals of Project Quality related CMS procedures
•Provide direction and support in effectively utilizing and managing CB&I’s EDMS to ensure project documents are correctly identified, filed and collated for the customer’s MDR.
To ensure the effectiveness of CB&I's Quality Management System (CMS) is maintained with an outlook to refining the system to obtain optimum efficiency through the continuous improvement process.
To ensure that all work performed by CB&I and our subcontractors is in accordance with CB&I and relevant legislative safety and environmental requirements.
Ensure that project training opportunities, information, support and materials are available to foster growth in employee knowledge and maintain appropriate records.
•Assist in all areas of quality for pre-contract planning.
•Coordinate with Engineering in development of inspection and test plans.
•Assure sufficient QA/QC resources are available to support all Project Processes
•Assure that Quality requirements are included in subcontractor(s) contract requirements
•Review key project deliverables to confirm compliance with quality requirements
•Review applicable subcontractors/suppliers quality documentation
•Assure project quality documentation and records are developed and maintained
•Identification of non-conformances. Processing Non-Conformance Reports and progressing of non-conformance resolutions, with the aim to prevent re occurrence
•Liaise with project Quality team and Project management on quality related issues
•Prepare and maintain the Project Quality Manual
•Monitor, manage and coordinate Procedure Program Implementation – including New Procedure Generation, revisions and compliance
•Assist in the assessment and evaluation of potential Subcontractors
•Perform Project Audits in accordance with prepared audit schedule
•Identify the need for, co-ordinate the development of, review and issue all special project procedures per contract requirements.
•Monitor the effectiveness of CMS
•Monitor and report company KPIs
•Provide Quality reports to senior management as required
•Comply with CB&I Business Conduct and Ethics Policies at all times
•Internal Auditors training
•Associates or Bachelors degree preferred.
•Equivalent of 10+ years’ experience in Oil and Gas industry;
•Effective communications skills
•Overall experience in the application of Quality Management principles in the construction industry;
•Thorough understanding of ISO 9001 Quality Management System
•Be able to communicate and write clearly and concisely
•Competent user of in-house software, with working knowledge of wider applications;
•Report writing skills.
