The Project Engineer (P.E.) will be assigned as a project manager on multiple sustaining capital projects encompassing mechanical, electrical, instrumentation contents. The P.E. will be accountable to take direct action to ensure the timely and error free development of the design basis, project scoping studies, cost estimates, schedules, construction work packages and project execution plans. The Project Engineer is accountable to prepare and, present the Authorization for Expenditures (AFE). This person will also be coordinating the execution of the projects as the single point of accountability through construction, commissioning and turnover.
•Highly proactive, self managed and results driven, possesses technical strength coupled with practical knowledge of project business case preparations and construction management.
•A team builder; flexible, organized yet tolerant of ambiguity and thrives in a fast-paced environment with varying work load and dynamic priorities.
•Capable of comfortably working in an operating plant based multi-task project engineering role engaging with Production, Technical, Maintenance and other support departments.
•Desired candidate would have experience using data from SAP to track project expenditures and conduct monthly accruals.
•Has a proven track record of having integrated safe work practices, MOC and PSM principles in the execution of projects.
Roles and Responsibilities:
•Supports company operating objectives.
•Takes the lead on sustaining capital projects from scoping studies through detailed engineering, development of business case thru implementation, commissioning and final close out.
•Assembles the project team for each project.
•Consistently applies capital processes in the execution of projects. Follows MOC, PSM & PSSR processes.
•Ensures projects are delivered within agreed Quality, Time, Scope and Cost. Tracks and projects progress and costs.
•Ensures that any contractors assigned meet quality, cost and schedule targets.
•A degree in engineering with APEGGA registration or eligibility for registration is desired.
•5 - 10 years plant site experience in an SAGD, Upgrader, oil refinery or similar hydrocarbon or petrochemical industry is highly desired.
•Desired to have prior experience and understanding of safe work systems including but not limited to; safe work permits, Process safety information systems including Management of Change processes & hazops reviews, etc.
•A superb command of the English language, both spoken and written.
•Must have strong computer skills and a good command over professional written and verbal communication
