Cape Fox is seeking a proactive and highly-motivated Acquisition Specialist to work in the office of Project Manager, Defense Communications and Army Transmission Systems (PM DCATS) at Fort Belvoir, Virginia. An active Secret clearance is required for consideration. The role is to assist PL Land Mobile Radio Project Leads with preparation and review of Acquisition Requirements Package documents to aid in the overall improvement of the acquisition process within PL LMR. A well-qualified candidate will be professional, organized, and adaptable, with experience working and communicating with senior military and civilian personnel. Close familiarity with and/or prior work experience in Army acquisition program offices is desired.

Responsibilities:

  • Perform market research and assist with preparation and review of Acquisition Requirements Package documents, e.g. market research report, Performance Work Statement/Statement of Work/Statement of Objective, Independent Government Cost Estimate, Service Contract Approval Request documentation
  • Provide expertise in contracting fundamentals, legal considerations, overhead management, contract pricing and source selection planning, tracking and execution
  • Provide expertise in cost/pricing; projected cost for IGCE formulation;
  • Support integration efforts with other contracting personnel to identify and resolve problems
  • Coordinate and prepare all contract-related documents, review the contract language for relevancy and appropriateness, make recommendations to PdM regarding contracting strategies, as required
  • Participate in IPTs or other mechanisms for collecting comments and revisions
  • Maintain detailed change records
  • Maintain version control and master library of documents including signed approved documents
  • Possess knowledge of pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery
  • Provide support in the areas of contract monitoring, tracking suspense time frames, current contracting processes and procedures, recommend improvements, develop briefings, research and provide contract policy guidance and regulations
  • Act as focal point of contact for the receipt of customer requirements being placed against LMR contract vehicles ensuring acquisition packages are complete and are within scope
  • Track requirements and requirement dollar values that are placed under LMR contract vehicles

JOB REQUIREMENTS

  • BA/S in Business Administration, Management or a related field is required.
  • Active Secret clearance is required.
  • A minimum of five (5) years in a government-site contracts/acquisition position, performing tasks listed above, is required
  • Prior experience in a DoD Acquisition environment is required
  • Prior experience with PM DCATS or other Army acquisition organizations is highly desired but not a requirement
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Working Conditions:

  • Work is based in a busy office environment and subject to frequent interruptions. Normal work hours are Monday-Friday 8:00 to 5:00. Estimated travel is 0%.
