Business Management Associates (BMA) is seeking an experienced Human Resource Specialist who will perform technical, analytical, consulting, and administrative services in support of the agency in accordance with office policies.

RESPONSIBILITIES AND DUTIES:

  • Provide thought leadership and expert advice to evolve and transform human resource policy and operations, i.e., Position Description (PD) and Job Analysis (JA) Development & Position Management.
  • Provide expertise on position management principles and services to assist managers with carefully designing organizational structures that facilitate supportable position management, grade equity, and consistency.
  • Provide expertise in position management.
  • Provide expertise in complex organizational and position management design to achieve needed grade structures.
  • Benchmark best practices/trends from other Federal agencies.
  • Provide assistance in the development and quality review of PD's and JA's and provide training to specialists working in this area.
  • Ensure compliance with Federal HR policies and standards, and to facilitate the processing and approval of select HR actions (e.g., advise on HR Automation, Benchmarking, and Development of HR incentive packages).
  • Research and assist in the development of specialized materials in decision making tools (e.g., Bioinformatics Pay Models, recruitment tools, Classification).
  • Provide content and training to on various HR topics as required.
  • Develop tools and services to support manager involvement and accountability for the hiring process, such as for tracking of hiring activities through Global Recruitments and programs such as Pathways.
  • Assist in the development and updating of HR SOPs, JA's, PD's, manager tools, and brown bag materials in areas such as human resources staffing, retention and recruitment incentives.
  • Provide evaluation and analyses of data to draw conclusions and make recommendations on implementation of human capital policies and procedures.

QUALIFICATIONS & REQUIREMENTS

  • Expert knowledge of Federal human resources regulations, policies, practices, and procedures sufficient to provide professional advice on all normal human resources management questions; to develop reasonable alternatives to day-to-day human resources problems; and to assure effective implementation of appropriate policies and procedures. Such knowledge is generally exhibited via progressively responsible experience in a professional human resources position.
  • Thorough knowledge of the statutory responsibilities for compliance with laws and regulations which impact the administration of the human resources management program such as the Veterans' Preference Act, Leave Act, Federal Employees Pay Comparability Act, Fair Labor Standards Act, Part-Time Career Employees Act and appropriate laws and regulations.
  • Advanced expertise and knowledge of the Human Capital strategic area.
  • Advanced skills in preparing, presenting information, ideas and advice in a clear, concise and logical manner, both orally and in writing, to a wide audience.
  • Excellent planning, organizational and time management skills.
  • Advanced knowledge in organizational management, position management.
  • Ability to effectively reconcile divergent points of view and interests.

EDUCATION & EXPERIENCE

  • Bachelor's degree required and five (5) years of related Human Resources experience.
