Wage:  $16-$18/ hour, depending on experience

Job Summary:
This position assumes overall responsibility for the planning, administration, implementation and evaluation of the health, and nutrition and focus area of the Early Childhood Education program, meeting the federal health performance standards.

Specific Duties and Responsibilities: Duty Statements.  This position has the following duties and responsibilities. They are listed starting with the most important. Primary Job Duties and Responsibilities:

Maintains Health and Nutrition records- 20%

  • Maintains, tracks, and monitors individual medical, dental referrals, immunization records, health concerns and incidence by contacting appropriate parties;
  • Maintains records pertinent to health needs and services;
  • Records health information in child’s file and in data base;
  • Prepares and presents reports.

Implements Health Work Plan in compliance with Program Performance Standards- 30%

  • Develops, updates, implements, and monitors annual work plan with involvement and input from staff, parents, Policy Council, Community Partners, and other professionals;
  • Plans and implements health, hearing and vision screenings, and growth assessments (administering screening where expertise allows);
  • Implements and monitors sanitation, health, and safety requirements in program following state and federal guidelines, including OSHA standards;
  • Organizes the Health Advisory Committee and utilizes the committee in the planning, implementation, and evaluation of the health focus area;
  • Promotes active parent involvement in the Early Childhood Education health program;
  • Assists the family in assuming primary responsibility for their own health care and links the child and family into on-going health systems;
  • Serves as an advocate for child health;
  • Assures nutrition services are coordinated with health and special diet needs of children;
  • Coordinates contracts nutrition consultation;
  • Coordinates and completes contracts for food service and provides supervision to cooks at each center-based facility;
  • Oversees all program food service and compliance with state and federal nutrition regulations including record keeping, attending required training, providing training to staff members, and completing Child and Adult Care Food Program audits;
  • Oversees medication administration including obtaining physician authorization and instruction, training staff and monitoring dispensed medications and storage;
  • Promotes and implements effective dental hygiene program in the classrooms including coordinating and implementing annual dental screening.

Enhances program quality- 40%

  • Acquires and supervises acquisition of Health Focus Area non-Federal share (in-kind) donations;
  • With supervision of Early Childhood Education Programs Manager  develop and monitors focus area policies, procedures, and budget;
  • Trains health staff including Health Focus Area assistant, and with Site Supervisor, cooks and classroom aides.
  • Oversees completion of clerical duties for focus area including filing, copying, data entry, documenting, record keeping, and answering phone calls;
  • Organizes, provides, and tracks in-service staff development training programs related to health, nutrition and mental health;
  • Monitors, tracks, and maintains all staff and volunteer health records including staff immunizations, and physical examinations;
  • Attends staff meetings and family reviews;
  • Attends training locally and out-of-town as required;
  • Participates in annual evaluation of self and program;
  • Promotes effective communication and cooperation with staff;
  • Provides pertinent health, nutrition, and dental information for program and agency grants, community assessments, staff and parents;
  • Incorporates health education into the local Early Childhood Education program and helps to provide health education for parents, staff, and children;
  • Serves as a liaison to the health community as a participant in community health issues.

Works under the direct supervision of the Early Childhood Programs Manager; follows specific guidelines set by the HRDC and program policies and procedures. Performs additional duties as assigned by supervisor.- 10%

Knowledge Skills and Abilities:

Essential Physical, Mental and Emotional Requirements of this position:

The following physical, mental and emotional abilities are considered essential to perform the duties listed above:

  • Incumbent must pass a physical exam which results in a letter stating person is free of communicable diseases by employment date;
  • TB skin test (needed every five years);
  • Tetanus vaccination;
  • First Aid Card, including CPR training;
  • Satisfactory results from criminal check as required by Child/Adult Abuse Act;
  • Exhibit the stamina to perform duties including ability to stoop, squat, bend and work with pre-school children;
  • Exhibit the stamina to perform duties including the ability to lift, carry and work with health supplies, screening supplies, office files, etc.

 Education and Experience:

 Education: The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:

  • Bachelor’s degree in public or community health, nursing, or related field from four‑year college or university required;

 Experience: The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:

  • One to two years of experience in public and community health and/or nursing field required;
  • One year supervisory experience, and/or commensurate experience within an Early Childhood Education Program;
  • Documented experience working with people from diverse health, nursing, socio-economic, educational and experiential backgrounds.

Section V - Financial Responsibility

This position is accountable for the following company money, funds, budgets:     

  • Develops budget requests for Health & Nutrition for Early Childhood Education Programs;
  • Solicit grants/gifts/donations for In-Kind responsibilities for Health & Nutrition;
  • Monitors expenditures and revenue , including claim processing for payments/reimbursements;
  • Handles small amounts for petty cash;

This position is authorized to sign the following documents and forms:

  • Prepares purchase orders for review and approval by ECE Director.
