SUMMARY:
This position is directly responsible for the development, operation, and management of the Financial Health & Wellness program.

This position will work with the Financial Health & Wellness (FH&W) Team to strategically increase the preventative use of our financial counseling and as we assess new tools to facilitate positive behavior changes. These endeavors will help us grow our client base and increase our impact.

HORIZONS FINANCIAL HEALTH & WELLNESS DEPARTMENT:
The FH&W Program raises the economic stability of the region by improving the financial capability of individuals in varying levels of financial crisis or need. We work with individuals through one-on-one counseling, group education and our Representative Payee Program.
We are a Housing & Urban Development (HUD) approved housing counseling agency, and we are a member of the National Foundation for Credit Counseling (NFCC). The Director is required to earn and maintain relevant certification from HUD and the NFCC prior to providing counseling.

ORGANIZATION:
Horizons and its affiliate Elder Services Incorporated (ESI) employ a multidisciplinary strength based approach. This approach allows us to leverage supports in consideration of the whole person and family. As a result, we address system barriers that adversely impact the economic and health stability of our clients and community.

POSITION RESPONSIBILITIES:
Train, manage, and develop staff who provide direct and support services to the Financial Health & Wellness program.

  1. Act as the FH&W point of contact for HUD, Paragon, NFCC, EOUST, Peregrin, United Way, Social Security Administration (SSA) and other critical partnerships as they arise.
  2. Submit on time reports to maintain compliance with governing agencies including but not limited to HUD, NFCC, EOUST, Peregrin, SSA and IDOB.
  3. Serve as liaison for audits impacting the FH&W Program.
  4. Complete requirements to keep United Way and other grant funding.
  5. Develop statistical and management information reports to assess program needs and direction.
  6. Work with the Finance Manager to develop the annual budget for the Financial Health & Wellness program.
  7. Seek out and apply for potential financial diversification.
  8. Assist CDO with grants and fundraising for the program.
  9. Market the Financial Health & Wellness program.
  10. Establish and maintain good public relations with the finance, business, and non-profit community.
  11. Establish a training plan for Financial Health & Wellness staff.
  12. Provide financial services to clients including but not limited to credit, debt, housing, and student loan counseling.
  13. Fulfill requests from the community to offer financial education.
  14. Identify and correct personnel and procedural problems with the department.
  15. Understand day-to-day operations of the department
  16. Act as the liaison for Financial Health & Wellness in city and county meetings.
  17. Actively explore new program options.
  18. Write and update program manuals and COA materials
  19. Create and maintain promotional items.
  20. Ensure Counselor and Program certifications are maintained.
  21. Develop and implement annual goals for the program.

EDUCATION AND EXPERIENCE:
The Financial Health & Wellness Manager position requires a Bachelor’s degree in Business, Finance, Marketing, or the equivalent combination of education and experience in a related field. Knowledge of Consumer Credit laws and regulations, one to five years’ experience in banks, credit unions, or other financial institutions.  Three years’ experience in supervision or management is preferred.

SUPERVISION REQUIREMENTS:
The Financial Health & Wellness Manager position manages and supervises all staff in the Financial Health & Wellness program.

HOURS AND SCHEDULE EXPECTATIONS:
Monday – Friday 8am to 5pm with a one hour lunch. Hours can vary to meet program and Horizon’s needs.

SKILLS AND ABILITIES:
Ability to effectively market the program in the community.  Ability to make effective educational presentations to a wide variety of community groups. A demonstrated understanding of family dynamics and the relationship to financial problems. Must possess the ability to maintain a positive consistent attitude in working with staff and clients.
