We are currently seeking a highly qualified System Analyst to support a contract to provide Business Intelligence and Reporting (BIR) & End User IT Support Services at the National Institute of Mental Health.


  • Assist with the daily activities of configuration and operation of systems which may be mainframe, mini, or client/server based.

  • Assist with the optimizing of system operation and resource utilization, and perform system capacity analysis and planning.

  • Provide or contribute to data requirements analysis and definition to support business needs, including translation of business rules and functional requirements into written data requirements, data constraints, business metrics definitions, source to target analysis and mapping design documents and models as part of the project design and development phases

  • Research, develop, and document complex data relationships that describe and support complex business problems and business rules

  • Provide or contribute to business data definition and design in Conceptual Data Model, Logical Data Model and/or Dimensional Model to support business automation projects

  • Ensure that data element names comply with NIMH data element naming standards

  • Ensure that data element definitions comply with NIMH data management and industry best practices.

  • Apply structured data requirements analysis and data modeling techniques and methods as part of the Enterprise Performance Life Cycle (EPLC) and the NIMH Agile or equivalent methodology

  • Participate in data quality and data standardization initiatives.

  • Evaluate data information security requirements in consultation with NIMH ISSO.

  • Participate in Joint Application Design sessions with business customer and/or technical staff as needed to elicit and/or refine data requirements.

  • Collaborate with software development staff business analysts, database administrators, system administrators and project manager to transmit data requirements, translate logical data models into workable physical models, provide impact assessment and tracking documentation for changed or revised data requirements during design and development phases, validate product compliance to data requirements and assist when needed to ensure adequate testing of the data requirements.

  • Provide or contribute to the development and maintenance of logical data dictionaries to support business automation projects.

  • Analyze and document existing legacy data stores and plan for data migration of legacy data when needed.

  • Provide assessment and analysis on data quality in existing legacy data stores including designing and documenting remediation strategies.

  • Utilize advanced SQL skills for data mining and analysis on Oracle and SQL Server databases in Windows and/or Linux (or equivalent) operating systems. Provide or contribute to NIMH metadata definition and repository creation.


  • Experience with managing customer expectations and delivering the highest quality customer service
  • Experience with SQL and other data analysis tools
  • Sharp problem-solving, analytical, and innovation skills
  • Ability to pass NACI background check


Bachelor's degree and 4+ years of experience OR Associates degree and 6+ years of experience OR high school degree and 8+ years of relevant professional experience
