Senior Consultant Project Management

iSystems seeks a qualified Senior Consultant/Program Manager to provide program and project management support for the Four Forest Restoration Initiative (4FRI). 4FRI represents a new cooperative effort between the Salt River Project Agricultural Improvement and Power District (“SRP”), Bureau of Reclamation, Phoenix Area Office (“Reclamation”), State of Arizona, Department of Forestry and Fire Management (“DFFM”) ,the Arizona Commerce Authority (“ACA”), and the United States Department of Agriculture (USDA), Forest Service, Southwestern Region (“Forest Service, R-3”).

4FRI is planning a solicitation for landscape-scale mechanical forest thinning treatments across northern and central Arizona to achieve landscape-scale forest restoration including service work (cut, skid, deck, haul; removal, on-site disposal, and/or treatment of biomass; slash; and road maintenance) that utilizes forest products through mechanical thinning treatments that help achieve forest desired conditions. The RFP is expected to be posted in the very near future and may already be posted at the time this call order (or task order) is proposed and signed.

The Senior Consultant shall work with a to-be-assigned point of contact (POC) within Forest Service, R-3 on-site in Albuquerque, New Mexico and with the Mission Area Senior Program Manager (MASPM) who will also serve as the COR for this task/call order. The MASPM is accountable for the success of all acquisition programs within the Mission Area (Natural Resources and Environment (NRE)/Forest Service) and for assuring compliance with PMIAA and M-18-19.

The Senior Consultant shall provide program management and project management services to Forest Service. R-3 in support of 4FRI for Phase 2: Analyze/Select to the extent it has not been completed at the start of the period of performance, 3: Solicitation/Obtain and Phase 4: Produce/Deploy/Support of the procurement lifecycle to the extent Phase 4 occurs within the period of performance for this call order/task order. All phases of the procurement lifecycle noted below.

· Phase 1: Plan – N/A unless covered under “other duties as assigned”

· Phase 2: Analyze/Select – in scope

· Phase 3: Solicitation/Obtain – in scope

· Phase 4: Produce/Deploy/Support – in scope

· Phase 5: closeout – N/A unless covered under “other duties as assigned”

Scope of services for Phases 2, 3 and 4 include:

· Draft program and project management artifacts as required by the MASPM and to-be-determined Forest Service Program Management Policy when implemented;

· Participate in initiative meetings and provide recommendations on appropriate program and project management methodologies (e.g., Agile, Waterfall, etc.);

· Develop, implement, and regularly update executive-level project progress reports that leverage standard WBS and milestones as well as customized 4FRI WBS items and milestones;

· Identify appropriate performance metrics for 4FRI to track performance and progress;

· Identify and collect initiative data from project sponsors, project team members, and other appropriate resources;

· Provide recommendations to MASPM and Forest Service, R-3 POC on establishing a business rhythm for collecting and reporting progress and produce status updates;

· Facilitate regular project meetings at to-be-determined intervals with the project sponsor(s), project manager(s), project team members, and other appropriate stakeholders. Facilitation at a minimum includes scheduling meetings (identifying mutually acceptable meeting times, sending out meeting invitations, reserving meeting rooms, etc.), drafting agendas (as directed by Agency Project Managers), documenting meeting minutes, and documenting and tracking completion of action items;

· Collect and document data on project progress and developing project progress reports;

· Make recommendations on program and project management artifacts including improvements to existing templates and/or format and content of to-be-developed program and project management templates that would increase the likelihood of initiative success;

· Develop a schedule leveraging the standard WBS, milestones and phases and manage task completion according to the schedule; Keep schedule current no less than weekly;

· Develop and implement knowledge transition plan to transition program and project management support from one resource to another;

· Develop and maintain risk management plan and risk register;

· Develop and maintain RASCI chart (Responsible, Accountable, Support, Consulted and Informed);

· Provide, implement, and maintain the Program Management Plan;

· Provide status reports no less than monthly on the 10th day of each month and upon request;

· Prepare and submit monthly reports of project plans, status, and schedules;

· Prepare and conduct monthly program/project management reviews including presentation and discussion of program priorities, project statuses, significant accomplishments, risk management, and problem areas;

· Prepare and present Lessons Learned documentation;

· Develop document retention plan to ensure all efforts are documented and retained at the Agency and to ensure all pertinent documentation is added to the appropriate location within an approved document repository;

· Provide insight and suggestions into to-be-determined Agency standards for program and project management;

· Participate with the Contracting Office, and Technical Evaluation Team in all meetings as necessary during Phase 3: Solicitation including but not limited to field trips with interested vendors, proposal evaluation meetings where appropriate, and other meetings as needed to ensure effective program and project management oversight of 4FRI;

· Provide recommendations based on 4FRI experience to inform tasks under B. MASPM support;

· Other duties as assigned which may include program management work for other initiatives within Forest Service, R-3 which could include Phase 1 Planning and Phase 5 Closeout activities (e.g., collect and document business and technical requirements, developing program and project management templates, etc.)
