The successful candidate will have a minimum of 2 years of direct implementation experience of Oracle EPM Functional Cloud and Oracle Hyperion Planning and Budgeting in a federal environment. This role requires 6 years of experience working with Hyperion and Oracle Federal Financials for our federal client located in Herndon VA. This work is remote.   • Expert working knowledge and implementation experience of Oracle Cloud EPM to support the Budget Formulation, Spend Plan and Operating Plan (development, enhancements and reporting) in a Federal environment.
  • Expert working knowledge and implementation experience of Oracle Hyperion Planning and Budgeting.
  • Understands configurations and integration between multiple functional areas. Extensive experience supporting the full end-to-end process of change management including; reviewing technical documentation, creating and providing functional documentation, documenting justification for changes and supporting the change request on calls and in meeting, performing impact analysis on change management documents, assessing the effectiveness of changes on the production environment and other relative components of the process.
  • Experience working within an information technology service framework such as the information technology infrastructure library (ITIL) framework and applying the concepts and methods to a Federal business environment. Familiarity with application support processes and skill in analyzing system functionality and requirements.
  • Expert skill in analyzing problems and making decisions and recommendations in a variety of areas relating to Oracle Federal Financials and the modules, configurations and components, as well as, interfaces, customizations and new development activities.
  • Excellent oral and written communication skills. Skill in modifying or developing directives, instructions, or manuals and identifying areas requiring improvement in communication and guidance.
  • Ability to interact with stakeholders at various levels to gain understanding or acceptance of complex and controversial issues. Contributes to the overall strategic vision, and integrates a broad range of ideas regarding implementation and support. Undertakes implementation and support projects involving multiple disciplines, and may impact multiple business units.
  • Knowledge and experience documenting system processes and requirements traceability.


  • Must have a bachelors degree relative to business administration, computer science, information systems, information systems management, computer programming or a degree with extensive course work in computers and applications.
  • Minimum of 2 years experience implementing Oracle EPM Cloud in a Federal environment.
  • Minimum of 6 years progressive experience working with Hyperion and Oracle Federal Financials.
  • Must have extensive experience working with both technical and functional aspects of requirements gathering, fit-gap analysis, development, configurations, troubleshooting and similar skill sets.
  • Experience must include working with a variety of functional and technical resources such as; programmers, database administrators, network architects, system engineers and other such experts.
  • Experienced in configuration, development, and testing of Hyperion Planning application
  • Demonstrated experience with installation, configuration, maintenance, tuning, and reporting using Hyperion within an Oracle Federal Financials environment
  • Demonstrated familiarity with opening service requests with Oracle to resolve issues.

  • Must be a US Citizen
  • Clearable (existing clearance is a plus)
  • Bachelors Degree or related experience
