The Payroll Manager/Accounts Payable Clerk is a hands-on, detail-oriented, organized, and personable individual who will manage multiple finance and administrative tasks within the finance department as well as aid in other administrative tasks within the organization as needed.
This position will be a key support to the Finance and Human Resources Team and will participate in technical payroll accounting activities in multiple states; participate in the preparation, maintenance, processing, analysis and auditing of manual and automated payroll data, information, records and reports, as well as prepare all payables and substantiation for the finance team. This position will report directly to the Controller.

Responsibilities
  • Responsible for the review and processing of full-cycle bi-weekly non-exempt and exempt payrolls for the complete employee base across multiple states.  Some of these aspects include, but are not limited to pay, benefits accumulations, wage garnishments, federal & state withholding rates (in accordance with federal and state policies), and set-up of direct deposits.  Occasionally, there may be a need for work hours beyond a standard workweek.
  • Responsible for the review of timecard submissions for validity and communicating with employees and managers to correct, sign, and approve on a bi-weekly basis.  They will also be responsible for documenting issues/changes in each payroll cycle and prepare roll forward changes for upcoming pay cycles.
  • Oversees payroll data mapping including assignment of department codes, funder codes, and deduction codes.
  • Responsible for creating pre/post payroll process reports for the Finance Dept.  Will also prepare and validate content in payroll GL files for entry into accounting software and resolve issues when necessary.
  • Responsible for all payroll income tax setup in various states as needed.
    • Reconcile annual & quarterly tax filings with local, state, & federal agencies.  
    • Process year-end W-2’s taxable wage adjustments, 1099s, and 1095s.
    • Resolve state tax notices and work with the vendor tax department.
    • Be the tax, UI, and WC guru for multiple states, ensuring payments and reporting are up-to-date.
  • Maintain and track employee 403(b) contributions in payroll. Prepare 403(b) remittance files for every payroll.
  • Assist Finance and Human Resource Departments with unemployment claims and Workers Compensation matters as related to wages.
  • Calculate and issue retro pays, lost checks, final checks.
  • Assist and maintain all aspects of time-off procedures (vacation, float days, paid sick leave, COVID time-off, etc.) within Paylocity.
  • Responsible for monthly department and grant funding reports from payroll reports.
  • Assist Finance Department with payroll budgeting and reforecast for various grant allocations, making changes in payroll system as needed.
  • Works closely with HR to reconcile health insurance deductions and changes. 
  • Assists in HR related tasks such as eligibility milestones and open enrollment administration. 
  • Maintain solid understanding of all federal & state payroll tax laws related to wages, garnishments, benefits, leave of absence, 403(b), FSA, etc.  Communicate with the Finance and Human Resources Department of any law and regulation changes as related to payroll taxes and wage and hour legislation.
  • Train employees on timecard usage such as entry, approvals, and submissions.  Crosstrain back-up personnel to cover payroll entry during time-off and other events.  Create/update processes to improve the overall efficiency of the payroll department according to best practices. Respond to all Slack channel questions.
  • Work with the Finance and Human Resources Dept. on all payroll matters with cross-functional impact such as accurate benefit information, new hire processes, terminations, and other projects impacting payroll.  
  • Assist Finance Department with Accounts Payable processing tasks and assist the outsourced bookkeeping company.
  • Work with the Finance Department on special projects as needed.
  • Any other duties as assigned
Required Qualifications, Knowledge and Skill:
  • 3-5+ years of payroll processing experience, with a minimum of 3 years experience in a multi-state payroll environment.
  • Payroll software proficiency, experience with Paylocity strongly preferred.
  • Basic understanding of general accounting.
  • Knowledge of applicable IRS laws, codes, regulations, policies, and procedures.
  • Knowledge of tax withholding, voluntary deductions, and employee benefits.
  • Maintain the strictest confidentiality of employee and employer information.
  • Knowledge of nonprofit budgeting budget (and constraints) that may inform decisions. 
  • Advanced analytical, technical and problem-solving skills and abilities.
  • Detail oriented that has the ability to set priorities, plan, organize, and accomplish tasks within strict deadlines all while managing multiple projects.
  • Understands and analyzes the impact of changing priorities and balances resources appropriately.
  • Self-starter that works well with little supervision.  Must be able to work independently and also work as a team to problem solve.
  • Must be a quick learner and able to adjust to a fast paced, demanding environment.
  • Personable, professional, patient demeanor to interface with staff and youth of diverse backgrounds.

  • Proficient with other MS products (Internet Explorer Edge, Outlook, Word, Excel).
Preferred Qualifications:
  • FPC or Certified Payroll Professional (CPP) preferred/highly desired.
  • Knowledge of accounting principles (GAAP).
  • Familiarity with HIPAA regulations and laws.
  • Experience working for a non-profit media organization.
  • Experience managing and auditing grant allocations.
  • Systems savvy including solid working knowledge of Paylocity, Excel, Google Suite, TeamPay, Asana, and Slack.
Location Requirements: Employee’s principal place of work shall be located in Oakland, CA or any of YR Media designated hubs around the country.
Physical Requirements: This position requires the ability to occasionally lift 25 pound boxes to a height of 3-4 feet.
