About the Position:

In this dynamic role, the Assistant Director – Compensation Benefits will assist the team with the administration of compensation and benefit programs, along with having a clear understanding of our HRIS/ HCM systems and business processes. Assures compliance with all legal requirements of various employee benefit programs and prepares and files required legal reports. Responsible for overseeing data governance and HCM reporting.

Education requirements

Bachelor’s degree from a regionally accredited institution, or relevant experience.

Experience requirements

Preferred experience with blended\self-funded benefit plans.
Strong knowledge of HRIS, HCM, data governance and reporting.
Strong knowledge of all functional areas of HR including performance management, recruiting, benefits, compensation, payroll, training, and change management.
Strong knowledge of federal and multi-state employment law, tax codes and human resources practices.
Successful track record in positions of increasing responsibility within the benefits, compensation and HRIS function, which includes a minimum of 8 years of direct benefits.


Compensation, Benefits and HRIS Certifications preferred.


Assist with the design, delivery and administration of all compensation and benefit programs and processes.
Monitor effectiveness of programs and make recommendations for changes, model cost impact and present recommendations. Research best practices through surveys and other information sources.
Assist in the development of effective and compelling compensation and benefits training and communications strategies, tools and processes to optimize perceived value, improve employee engagement and ensure regulatory compliance.
Ensure compliance with all compensation, benefits and HCM related laws and regulations including FLSA, ACA, FMLA, ADA, EEOC, ERISA, HIPAA.
Assist in the preparation of the annual functional budget for approval and oversee all compensation, benefits and HCM expenses.
Develop and implement appropriate audits for compensation and benefit related processes to ensure accurate and efficient processing.
Provide in depth analysis of HR reports and metrics.
Build and maintain strong partnerships with HR team members, Finance, Payroll, IT, Legal and external partners.

Ensure adherence with compensation strategy and structure to ensure internal equity, competitive salary levels and regulatory compliance.
Conduct analysis of job descriptions and corresponding salary data.
Ensure that new and old job descriptions are accurately documented, current, and thoroughly reflect the required knowledge, skills, accountabilities and problem-solving abilities with input from department for the job, and that these effectively differentiate each job.
Maintain job description database.
Ensure job descriptions are thorough, consistent with agency guidelines and contributes directly to the agency’s business strategy.
Serve as department lead on career paths and use job descriptions to create career development opportunities.
Serve as the inhouse expert on FLSA and advise on the proper classification of positions, interpretation of job classifications, and the application of compensation policies and procedures.
Assist in developing job evaluation and design plans that reflect internal/external market
Respond to request regarding salary structure, hiring, promotions and all other compensation related concerns.
Work to implement, adjust, maintain, and enhance the agency’s salary structure/program.
Introduce the direct connection between job evaluations, performance and compensation.
Communicate salary programs to management team members and assist with compensation-related concerns.
Prepare and accurately respond to salary surveys, ensure appropriate job matches, and thorough completion of questionnaires.
Provide analysis and recommendations based on survey results.
Research, recommend new surveys based on the data results and cost effectiveness.
Collaborate with internal HMS (Workday) team on system configuration for benefit plans and enrollment events.
Manage all compliance, filing, reports and audits related to benefit programs including health and welfare, wellness, 401(A), 403 (B), and reporting of 5500.
Oversee employee wellness program designed to motivate employees in innovative ways to maintain and improve their health. Manage corporate wellness administrator.
Assist in the administration of employee benefit programs such as health insurance, disability insurance, life insurance, employee assistance, retirement, and other plans.
Prepares and communicates information to shareholders, employees, and former employees about benefit programs, procedures, changes, and government-mandated disclosures.
Analyzes and evaluates services, coverage, and options available through insurance and investment companies.
Oversees the transfer of data to external vendors, plan providers, auditors, and consultants.
Analyzes benefits experience for cost-control and risk-assessment factors. Consults with managers and health care professionals to evaluate the need for, develop, and implement accommodations, return-to-work, light-duty, and other responses for disabled employees.
Provide direction with the ongoing administration of benefit programs, ensuring compliance with all government regulations related to benefits programs, including ERISA reporting and disclosure requirements, FMLA and HIPAA, IRS, DOL, SOX, Health Care Reform, etc.
Oversee the administration of the tuition reimbursement program.
Process and review benefit invoices for accuracy and resolve discrepancies. Liaise with brokers to assist with, plan management, and escalated claim issues.
Partner with management and assist HR Partners with proper business process initiation and training of new supervisors.
Drive continuous improvement opportunities.
Keep apprised of applicable laws and regulations to ensure compliance with all policies and procedures and maintain the highest level of confidentiality.
