Job Description: Subject Matter Expert – USMC-TCAC Location: Charleston, SC Salary Range: Negotiable Start Date: Contingent upon contract award Clearance: Top Secret Required. Education & Experience (U.S. Navy or Marine Corps experience required): Subject Matter Expert (SME) 5 Requirements: Education: Technical Training in Systems Engineering, Information Technology, Computer Science or USMC Signals Intelligence Systems. Experience: Eighteen (18) years of hands-on experience with supporting signals intelligence operations to include three (3) of the following five (5) areas: · Systems Requirements · Operational Requirements · Data Analysis · Test & Evaluation · Training Experience may be achieved simultaneously. Recognized expert who has demonstrated industry and/or military experience with Distributed Common Ground System or Signals Intelligence systems. When providing Help Desk support, trainers must have experience training operators on the use of system hardware and software. Training developers should have experience in curriculum development. Subject Matter Expert (SME) 4 Requirements: Education: Technical Training in Systems Engineering, Information Technology, Computer Science or USMC Signals Intelligence Systems. Experience: Fifteen (15) years of hands-on experience with supporting signals intelligence operations, to include three (3) of the following five (5) areas: · Systems Requirements · Operational Requirements · Data Analysis · Test & Evaluation · Training Experience may be achieved simultaneously. Recognized expert who has demonstrated industry and/or military experience with Distributed Common Ground System or Signals Intelligence systems. When providing Help Desk support, trainers must have experience training operators on the use of system hardware and software. Training developers should have experience in curriculum development. Subject Matter Expert (SME) 3 Requirements: Education: Technical Training in computer systems and hardware integration. Experience: Twelve (12) years of hands-on experience with Signals Intelligence or Distributed Common Ground/Surface System projects, to include three (3) of the following five (5) areas: · Systems Requirements · Operational Requirements · Data Analysis · Test & Evaluation · Training Experience may be achieved simultaneously. Recognized expert who has demonstrated industry and/or military experience with Distributed Common Ground/Surface System, TCAC or other tactical Signals Intelligence systems. Subject Matter Expert (SME) 2 Requirements: Education: Technical Training in computer systems and hardware integration. Experience: Ten (10) years of hands-on experience with Signals Intelligence or Distributed Common Ground System projects, to include three (3) of the following five (5) areas: · Systems Requirements · Operational Requirements · Data Analysis · Test & Evaluation · Training Experience may be achieved simultaneously. Recognized expert who has demonstrated industry and/or military experience with Distributed Common Ground System or Signals Intelligence systems. Subject Matter Expert (SME) 1 Requirements: Education: Technical Training in computer systems and hardware integration. Experience: Eight (8) years of hands-on experience with Signals Intelligence or Distributed Common Ground System, to include three (3) of the following five (5) areas: · Systems Requirements · Operational Requirements · Data Analysis · Test & Evaluation · Training Experience may be achieved simultaneously. Preferred Experience (All positions): Effectively contribute on teams developing rigorous analytic solutions to top-level Navy training issues.Strong written skills.Experience with working in a Research, Development, Testing, and Evaluation (RDT&E) environment. Effectively contribute on teams developing rigorous analytic solutions to top-level Navy training issues.Exercise independent judgment and work autonomously with minimal supervisionStrong written and oral communication skills, the ability and willingness to multi-task, and capable of professionally addressing client questions and issuesExperience with working in a Research, Development, Testing, and Evaluation (RDT&E) environment Subject Matter Expert (SME) Job Description (All positions): The Network Services (RDT&E) SME will provide technical/engineering support for design, review, configuration, implementation, maintenance, testing and troubleshooting for solutions that fit the needs of a DoN RDT&E Networks, DoN data centers, off-premise cloud, and/or stand-alone environment. Duties include:Interface with NMCI, RDT&E and other DoN/DoD/Federal networks.Provide engineering support for Linux/UNIX and MS Windows environments.Configure and implement network infrastructure within a Navy Systems Center RDT&E Network, NMCI and other DoN Networks that is consistent with requisite DoD policy.Engineering support for routing, switching, firewalls, security information and event management (SIEM) systems, and other components supporting network operations. Manufacturers supported include, but are not limited to, Juniper, Cisco, Brocade, SolarWinds, Palo Alto, Dell, HP and Mellenox.Engineering support for Unified Communications (UC) design, ensure that subsequent publications encompass design changes, and provide documentation for transition to sustainment.Perform capacity planning and monitoring of all network and UC infrastructure and data circuits related to the integration of new systems.Work with Navy Systems Center engineering and sustainment teams to support them with network infrastructure projects, initiatives and needs related to the integration, transition, and maintenance of new systems.Provide expertise configuring, implementing, maintaining, testing and troubleshooting Firewalls, Access Control Lists (ACL), Virtual Private Networks (VPN) and Intrusion Detections Systems (IDS).Provide expertise configuring and maintaining Network Security tools to include ForeScout, Host Based Security System (HBSS), Intrusion Protection System (IPS), and Aruba ClearPass in a manner consistent with DoN Security policy.Provide expertise managing Network Access Control (NAC) solutions while complying with NIWC Systems Center and DoN Security requirements.Supporting implementation and maintenance of all STIG’s and security controls required to achieve and maintain a DoN accreditation.Research, recommend, and implement new technologies intended to improving capability to meet mission within the ITIL framework (Continuous Service Improvement), at Client direction.Design solutions compatible with network security and IA guidelines contained in: DoD Instruction (DoDI) 8500.2, DoDI 8520.2, DoDI 8551.1, SECNAVINST 5239.3A and DoN IA Policy. Provide subject matter expertise and recommendations regarding: VMS, UNIX, LINUX, Microsoft Windows, SUN, Storage Area Network (SAN), network technologies, and other environments as necessary or directed to support system migration activities.Provide subject matter expertise and recommendations in accordance with new and changing DoD and DoN guidelines to include STIGs, Task Orders (TASKORDs), Executive Orders (EXORDs), and Fragmentary Orders (FRAGORDs).
