Job Description

Salary Range: Negotiable

Start Date: Contingent upon contract award

Clearance: Secret Required.

Financial Systems Analyst Education & Experience (U.S. Navy experience preferred):

· Senior: Bachelor’s Degree in Management, Engineering or Scientific Discipline and minimum 10 years’ experience or 15 years’ experience in financial or management discipline.

· Mid: Bachelor’s Degree in Management, Engineering or Scientific Discipline and minimum 5 years’ experience or 8 years’ experience in financial or management discipline.

· Junior: Bachelor’s Degree in Management, Engineering or Scientific Discipline and minimum 0-3 years’ experience or 2 years’ experience in financial or management discipline.

Financial Systems Analyst Description: For each level (Senior, Mid, Junior), candidate will support one or more of the following areas/activities in Program Analysis, Development, Control, Monitoring Support, Acquisition, Finance and Cost Estimate experience to the PEO USC effort.

We are looking for candidates that have demonstrable experience in one or more of the following areas/activities:

Task 1: Program Analysis, Development, Control, and Monitoring Support

· Congressional Analytics Management Support

· Total Ownership Cost (TOC) Reduction Planning and Program knowledge

· Program Planning and Control Support

· Presentation Development

· Joint Program Management Analysis

· Risk Management – Assist PEO USC Program Managers to identify and monitor program risk areas and develop risk mitigation and management efforts to reduce the program risks to acceptable levels

· Certification Management – Assist in the management and coordination of PEO USC certifications for the fleet introduction of each USC seaframe.

· Cyber Security Support - to the PEO USC program offices

· Small Business Innovative Research (SBIR) – Assist in non-financial identification, tracking, and management of the SBIR process.

· Unmanned Undersea Vehicle (UUV) Program Management support- of the Persistent Littoral Undersea Surveillance and Large Displacement UUV programs for anti-submarine and intelligence surveillance reconnaissance missions (requires Top Secret Clearance).

· Organizational Strategy Support: Provide organizational strategy support to PEO leadership on efforts to align structure, personnel and processes. Activities include: Strategic Planning, Organizational Alignment and Design, Organizational Culture, Workforce Analysis and Planning, Human Capital Strategy, Workforce and Leadership Development

· Data Analytics Support

Task 2: Acquisition, Finance and Cost Estimating

· Presentation Development and Research in support of NAVSEA

· Cost Estimating – Provide expertise and cost data developing, tracking, identifying, collecting, analyzing and incorporating support

· Resource Planning and Strategic Development as well as providing analysis, assistance and support in the development and maintenance of Logistics Requirements Funding Source (LRFS), or equivalent.

· Financial Planning – Provide overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting, and Execution System (PPBE). Activities include: research and development of FMB, GAO, SEA01 and SEA02 and partner Program Executive Offices (PEOs); program funding and budgetary controls within the NAVSEAs Enterprise Planning System (NEPS); Enterprise Resource Planning (ERP) and Program Budget; monitor and track program management tax plans; track funding and Task Planning Sheet requirements; using Navy financial tools, including ERP, NAVSEA Enterprise Planning System (NEPS), Budget Planning System (BPS), and Electronic Data Warehouse (EDW) to conduct analyses, report status, and advise business financial manager of strategies to mitigate financial risks on program close out.

· Perform ship design and construction, contractor and subcontractor engineering, modernization and RAM-C analyses
