Intelligent Technology, LLC, a Wood River Federal company, is seeking a skilled Senior Instructional Designer and e-Learning Developer to join our team.  This job is contingent upon contract award.

 

Location: Remote

 

Type: Contract

 

Scope: Provides comprehensive education and training services to support the standardization and quality assurance of Tri-Service eLearning training products/programs. This includes delivering expertise in Instructional System Design (ISD), administering and training on Learning Management Systems (LMS), and collaborating with Defense Health Agency (DHA) stakeholders on courseware production, testing, and reviews. Individual and group training will be conducted, offering remediation and reinforcement solutions, and web-enabled training courseware, videos, and other relevant content will be developed, maintained, converted, and posted. Compliance with DoDI 1322.26 and current content design and development guidelines for NIPRnet and mobile platforms is essential for supporting DHA/J7's development of over 400 web-based courses. Services extend to maintaining content through ISD methodologies for LMS distribution, providing technical assistance, managing user accounts and course assignments, and overseeing the complete ADDIE process for all approved courseware projects, including hosting the finalized courseware on the LMS for student enrollment.

 

Overview

We are seeking a Senior Instructional Designer/e-Learning Developer to join our team in developing, maintaining, converting, and posting web-enabled training courseware, videos, joint knowledge products, and relevant joint information content. This role is critical in ensuring compliance with DoDI 1322.26 Distributed Learning and the current Content Design and Development Guidelines for NIPRnet and Mobile platforms, supporting the development of over 400 web-based courses for the DHA/J7 instructional curriculum. The successful candidate will be instrumental in providing a range of educational technologies and applying principles of adult learning theory to create effective training products.

 

Responsibilities

  • Develop, maintain, and convert content using codified ISD methodologies for LMS distribution.
  • Create Interactive Multimedia Instruction (IMI) courseware that meets various interactive levels and compliance standards (SCORM 2004, 508, responsive web design, HTML5).
  • Utilize development authoring tools such as Microsoft Office, Adobe Suite and Captivate, Articulate Storyline, audio and video editing software, and others for courseware development.
  • Incorporate pre-test-out options, checks on learning, professional narration, high-quality graphics, post-tests with remediation options, surveys, and tailorable programming for certificates and course adjustments into courseware.
  • Engage in advanced IMI development, including SCORM-based initiatives, immersive learning, gaming, simulations, and use of avatars and intelligent tutors.
  • Oversee all aspects of training design and development projects, providing technical guidance and quality assurance.
  • Plan and guide group training events, ensuring objectives are met and programs are effective.
  • Communicate effectively with team members, SMEs, stakeholders, and government leads, ensuring successful learning outcomes and compliance with standards.
  • Support the ADDIE process and Knowles Principles of Adult Learning Theory in developing engaging training materials.
  • Conduct annual training program evaluations and assist in the development of just-in-time training materials.

 

Knowledge:

  • Comprehensive knowledge of Learning Management Systems (LMS) and their administration.
  • Familiarity with eLearning standards (e.g., SCORM, AICC) and accessibility standards (e.g., WCAG, Section 508 compliance).
  • Understanding of the Defense Health Agency’s (DHA) mission, guidelines, and training program requirements.
  • Knowledge of instructional design principles and methodologies for adult learning.
  • Proficiency in system troubleshooting, helpdesk support processes, and IT security principles related to LMS administration.

 

Skills:

  • Strong technical skills in managing and configuring LMS features, user management, and course deployment.
  • Effective communication and interpersonal skills for coordinating with team members, stakeholders, and subject matter experts.
  • Ability to provide Tier II helpdesk support, guiding users through technical issues and training needs.
  • Project management skills, capable of overseeing courseware development from inception to completion, including tracking and reporting on progress.
  • Analytical skills to review and interpret training evaluation data to recommend improvements.

 

Abilities:

  • Ability to effectively manage time and prioritize tasks to meet deadlines and organizational goals.
  • Capacity to work independently and as part of a team in a dynamic and changing environment.
  • Ability to adapt to new technologies and software updates related to LMS administration and eLearning development tools.
  • Strong problem-solving ability to address system issues and optimize the LMS for user needs.
  • Capability to conduct training sessions and presentations for various user groups, ensuring clear communication and understanding of LMS functionalities.

 

Qualifications

  • Proven experience in instructional design and e-Learning development, specifically with military or government projects.
  • Strong knowledge of ISD methodologies, SCORM standards, 508 compliance, and the ADDIE model.
  • Proficiency with a wide range of development authoring tools and multimedia production software.
  • Excellent project management, communication, and collaborative skills.
  • Ability to translate technical and policy language for targeted audiences.
  • Experience in developing training standards, performance objectives, and effective e-Learning content.
  • Bachelor’s degree in Instructional Design, Educational Technology, or related field; Master’s degree preferred.
