Position Summary

We are a growing consulting firm in need of a reliable and talented Response Managers. Your work as a Response Manager will make a real difference as you support the Response Team with various tasks, including the support of clients' needs in preparing for emergencies. Your work will directly impact our ability to develop and maintain local network employees in support of the Company's efforts in providing the best service to our clients, enabling us to successfully initiate and deliver projects, and rapidly respond to our clients' needs by having boots on the ground immediately after disaster strikes.

The ideal candidate will have demonstrated experience supporting activities related to ensuring that the O'Brien's Response Management Network is properly trained, informed, and maintains a high state of readiness in the event of an emergency. This position will interact with the response team, operations, and our clients, and requires executive presence, and strong verbal and written communication skills. We are looking for a self-motivated, responsible and confident individual with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with minimal supervision. Essential Functions

The candidate will perform the following essential functions:

  • Provides 24/7 spill response services to clients, including Qualified Individual (QI), Incident Commander, Operations Section Chief and Division Supervisor positions.
  • Able to respond immediately to emergencies at any moment day or night
  • Able to work irregular hours, work at locations other than the official duty station, relocate to emergency sites that require the ability to function under intense physical and mental stress, and travel extensively (weeks to months) on little or no notice when responding to an emergency
  • Supports clients' needs in preparing for emergencies
  • Maintains a personal high state of readiness to support our clients
  • Provides annual support to clients as required, such as annual training (HAZWOPER, ICS, QI, Spill Prevention Control and Countermeasure (SPCC), etc.) and tabletop exercises
  • Develops and maintains local Network employees in support of the Company's efforts in providing the best service to our clients
  • Ensures that the O'Brien's Response Management Network is properly trained, informed, and maintains a high state of readiness in the event of an emergency
  • Is cognizant of current affairs in the local response community by attending meetings, reading news updates, etc., and remaining informed of events that have an impact on the Company, our clients, and the community
  • Provides leadership, direction, guidance, and coordination to the response team while lending support to federal, state and local governments of the Region in developing, planning, and implementing a robust Incident Command System and Incident Action Plan
  • Manages subordinate supervisors, team leaders, and/or group coordinators to direct, coordinate or oversee work during disaster operations
  • Ensures Regions' logistical and personnel requirements are met, in coordination with other regions including pre-positioned disaster contractor and immediate response resources
  • Coordinates and integrates operational preparedness, readiness, and execution activities with federal, state and local emergency management organizations responding to incidents, disasters, and/or other emergencies
  • Accepts the Incident Command position and establishes incident command until support arrives.
  • Networks and builds relationships to aid in the mission of responding to emergencies as effectively as possible
  • Stays up-to-date with industry regulations
  • Attends response-related industry meetings
  • Maintains positive relations with senior agency officials
  • Remains alert and aware at all times, and anticipates the needs of our clients
  • Develops and maintains close relationships with assigned clients and constantly seeks new business opportunities for the Company
  • Assists in all aspects of the Company, and works closely with other Company divisions
  • Maintains a general knowledge of vessel nomenclature as well as bridge and nautical etiquette
  • Supervises Emergency Response Coordinators and/or Senior Emergency Response Coordinators if assigned.
  • Other duties as assigned

Preferred Skills and Abilities

The candidate should possess the following:

  • Must have supervisory and/or managerial experience
  • Must have response experience and experience with oil spills, complex emergencies involving natural disasters, fires, civil disturbances and pollution responses, and have worked with government and industrial response teams at the local, state, federal and international levels
  • Knowledgeable in various methodologies of oil spill response
  • Has basic knowledge of the shipping and oil and gas industry
  • Must have basic computer skills, including using Microsoft Word, Microsoft Outlook and PowerPoint.
  • Certifications in Incident Command System (ICS) 100, 200, 300, 400, 700 and 800.
  • Current 24-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification
  • Must be highly independent, capable of making decisions in a highly-charged and dynamic environment, and skilled in team building and consensus building
  • Excellent written and verbal communication skills.

Education and Experience Requirements

The candidate must possess the following education and experience requirements:

  • Degree: Bachelor's Degree, or equivalent experience
  • Years of Experience: 5+ years' experience in the field of emergency response such as oil spills or releases of hazardous materials, civil unrest, man-made disasters, natural disasters, or equivalent experience
  • Held a Command or General Staff position on an actual incident or numerous exercises.
