Summary/Objective:

 

The Human Resource Generalist in partnership with outsourced Human Resources Management company is responsible for the following functions of the Human Resource (HR) department including hiring and interviewing staff, retention, onboarding, compensation, administering pay, benefits, and leave, staff training and development, personnel records management/retention/retrieval, safety and health, succession planning, employee relations, termination, OSHA & AA/EEO compliance, and enforcing company policies and practices, and FTCA/Work Comp claims.

ESSENTIAL FUNCTIONS:

 

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
  • Conducts or acquires background checks and employee eligibility verifications.
  • Implements new hire orientation and employee recognition programs.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Develops and updates WSMC’s policies and procedures to support continuous improvement in the H.R. departments overall efficiency and compliance with all regulations and requirements.
  • General knowledge of company time keeping system.
  • Prepares HR reports and conducts turnover analysis for review with Board of Directors.
  • Maintains personnel files, records/retention and provides administrative support to human resources function as needed (e.g., correspondence, record keeping, file maintenance, HRIS entry, etc.).
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Acts as a liaison between employees & insurance brokers to resolve benefit related problems and ensure effective utilization of plans and promote employee satisfaction.
  • Responsible for Claims Management Process/Activities; managing and processing FTCA claims & Work Comp claims.
  • Participates in the following meetings, committees, or events:
    • H.R. Standing Meeting
    • Safety Committee- Chair (Mandatory Quarterly Staff Meeting/Trainings- Quarterly (Jan., Apr., Jul. & Oct.))
    • Executive Committee Meeting
    • Corporate Risk Management Meeting (Corporate Risk Management Meeting- Quarterly (Jan., Apr., Jul. & Oct.), as needed (advanced notice will be provided when feasible))
    • Emergency Preparedness (as needed)
    • Board Meeting- H.R. Report
    • Other pertinent or ADHOC Meetings
    • Monthly All-Staff Meeting
    • Clinical & Operations (C&O) Meeting- As needed (advanced notice will be provided when feasible).
    • Meetings with WSMC’s Executive Leadership, as needed (advanced notice will be provided when feasible).
  • Responsible for following all Cal-OSHA agency safety and health standards, regulations, procedures, policies, and practices.
  • Ensures HIPAA compliance by maintaining strict confidentiality of all employee data according to regulations and WSMC’s P&P’s.
  • Other duties and projects as assigned

 

Position Requirements:

 

  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Knowledge of applicant tracking and human resource information systems; Paycom preferred.
  • Must be able to work independently and follow through instructions.
  • Demonstrated ability to maintain good working relationships with employees, coworkers, and departments. Ability to defuse and deescalate issues and conduct conflict resolution.
  • Thorough knowledge of employment-related laws and regulations, recruitment, benefits, training, compliance, safety, policies, procedures, and general HR practices. Specific knowledge may be required depending on area of assignment.
  • Proficient with Microsoft Office Suite or related software (MS Word, Excel, and database systems).
  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.
  • Ability to relate to the public regardless of ethnic, religion and economic status.
  • Motivation to take initiative to ensure all tasks performed are completed thoroughly and accurately.
  • Work schedule may include evenings, overtime, and weekends as needed.
  • Willingness to adapt to changes with regards to the agency’s growth and expansion.
  • Willingness to travel. Must have valid California Driver’s License.

EDUCATION & EXPERIENCE:
  • Bachelor’s degree in Human Resources, Industrial Psychology, Business Administration, or related field required.
  • At least 3-5 years of human resource management, recruiting and generalist experience, preferably in a FQHC, healthcare and/or non-profit setting experience preferred.
  • SHRM, PHR and/or other HR certifications preferred.

 

Physical Demands:


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear.

 

The employee frequently is required to sit, stand, walk, use hands and fingers, handle or feel, reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 15 pounds.
