### Responsibilities

The position serves as manager of the Colorado River Storage Project - Management Center (CRSP-MC) Energy Management and Marketing Office (CRSP-EMMO). This position has primary responsibility for directing 24 hour merchant marketing services, related resource planning, and all scheduling activities of the Colorado River Storage Project Management Center (CRSP MC), Energy Management and Marketing Office (EMMO) which includes the CRSP MC and Rocky Mountain Region (RMR). The CRSP Manager and the RMR Regional Manager have delegated the Colorado River Storage Project (CRSP) and the Loveland Area Projects (LAP) merchant responsibilities, respectively, to the CRSP EMMO. In addition, the office serves as the energy scheduling agent for the City of Page, Arizona; Navajo Tribal Utility Authority, and Warren Air Force Base Through staff, the incumbent executes the activities related to the scheduling of firm electric service loads, effective coordination, scheduling and utilization of generation resources from 27 power plants within applicable environmental criteria, energy and ancillary service marketing transactions, monitoring and coordination of reservoir elevation levels, proper transaction tagging and OASIS transmission reservation activities, and transmission scheduling following applicable WECC and NERC Operating Standards, Policies, and Procedures. The incumbent has principal responsibility for coordinating operation of the scheduling and inter-utility interchange accounting systems related to pre-scheduling and real-time marketing activities and exercises and directs the activities of all Energy Management and Marketing Specialists and Public Utilities Specialists within the CRSP-EMMO.

### Qualifications

To qualify for AD-6 you must have one year of:

Energy Management & Marketing Specialist experience equivalent to the AD-5 AND demonstrated experience in at least one of the following: 1) physical real-time electrical energy trading, 2) marketing in order to balance loads to resources, 3) day ahead or monthly physical electrical energy trading; or

Public Utilities Specialist experience equivalent to at least the GS-13 level in marketing of power, balancing loads and resources, scheduling of generation and interchange energy, and energy accounting reporting relative to power contracts; or

Power System Dispatcher equivalent to the AD-6, AND demonstrated experience with one or more of the following: 1) electric service contracts, 2) load forecasting, 3) power scheduling, 4) obtaining transmission reservations using the OASIS system, 5) creation, submittal, and revision of Electronic NERC tags.


Engineering experience equivalent to at least a GS-13 level demonstrating experience in one or more of the following: 1) generation and transmission facilities & operations and an understanding of OASIS and Electronic NERC Tags, 2) Balancing Authority operation responsibilities with an understanding of power procedures, 3) current energy, resource, or load management techniques, or 4) a practical understanding of the electrical concepts, principles, and practices related to the efficient, economical and sound scheduling and marketing of electric power resources

1. Mastery knowledge of Federal power marketing programs and associated activities: power operations, resource scheduling, power marketing contracting, and power dispatching.
2. In-depth knowledge and understanding of Project Firm Electric Service contracts, associated transmission contracts, and the services provided under them to include Exhibit A customer capacity and energy allocations and Federal Points of Delivery associated with the FES contracts.
3. Knowledge associated with interconnected power system operations; namely, Balancing Authority requirements and obligations to include: energy transfers between BAs, tagging obligations, energy scheduling requirements, BA metering, tie point obligations and philosophy, and BA capacity regulation requirements.
4. Ability to work effectively with customers as well as represent Western in a broad range of arenas to include sub-regional, regional, and national focus.
5. Knowledge of AFGE contracts, as well as AD pay committee MOUs and contracts.
6. Ability to manage a diverse team of individuals who work independently of face-to-face supervision the majority of the time. Ability to tailor management style to a 24/7 operation including the challenges presented and flexibility necessary to manage outside normal business hours.
