Job Description

We are seeking an experienced IT Project Director to join our team. You will oversee the planning, execution, and delivery of systems and applications in support of a complex health research project, including complex survey data collection and dissemination of a variety of analytic products, ensuring work is completed on time, within budget, and in alignment with organizational goals.

The ideal candidate will be forward-thinking and have a proven track record of successfully managing large-scale projects, excellent leadership skills, application of disciplined software development processes, problem-solving and a strong technical background.

This position is eligible for a hybrid work arrangement, coming onsite to Westat's Rockville headquarters 1 or 2 days per week.

Job Responsibilities:
•Direct the planning, execution, and completion of a large IT system ensuring that all IT objectives are met.
•Develop and implement an IT project management strategy to achieve successful project outcomes.
•Develop and maintain a comprehensive plan describing IT scope, timelines, milestones, and resource requirements.
•Define IT objectives and ensure alignment with research and operational goals of the project.
•Lead and motivate a large, diverse team working on a complex micro-service architecture.
•Ensure effective communication and coordination among IT, scientific and operations team members fostering a collaborative and results-driven environment.
•Collaborate with project leadership to convey risks and challenges and make case for modernization opportunities.
•Ensure a strong cybersecurity posture that complies with federal security requirements to protect research data and study participant privacy.
•Monitor and control IT budget.
•Identify potential project risks and develop mitigation strategies.
•Identify and allocate resources, including personnel, equipment, and budget to optimize project efficiencies.

Basic Qualifications:
•Typically requires a bachelor's degree and a minimum of 7 years' experience managing software development teams; or an equivalent combination of education and experience.
•Comprehensive IT project management experience with agile methodologies and productivity tools on a large IT project
•Demonstrated knowledge of software engineering best practices and emerging technologies including cloud technologies (e.g., AWS, Azure, GCP) and generative AI
•Track record of successfully delivering large and/or complex projects on time and within budget
•Demonstrated successful experience with risk management, partner communications, and resource management.
•Solid understanding of security and privacy requirements such as FISMA, SOC2, or HIPAA

Preferred Qualifications:
•Experience working on a research project that includes primary field data collection, data management, and analysis support
•Certifications such Project Management Professional (PMP), CMMI, or Scrum Master.

•Organization skills, including time management ability.
•Detail oriented.
