ROLE

We need an experienced Sr. Labor Relations Consultant to support the Pension Benefit Guaranty Corporation (PBGC). In this role, you will provide professional, timely, and consistent service and advice to PBGC managers, supervisors, and executive staff through effectively managing and administering the program areas of employee relations and labor management. RESPONSIBILITIES

  • Assist PBGC in ensuring that an effective labor-management relations program is carried out at the agency
  • Serve as principal point of contact on behalf of PBGC for conducting business with the union
  • Ensure that the union receives official notice and an opportunity to bargain changes in conditions of employment for bargaining unit employees and responding to all union inquiries on behalf of PBGC
  • Conduct negotiations with the union
  • Provide advice and assistance to the PBGC managers and supervisors on fulfilling their daily labor relations responsibilities
  • Assist Agency managers in administering performance improvement actions as it relates to the ER Program
  • Focus on developing and maintaining manager/supervisor-employee relationships that contribute to satisfactory productivity, motivation, and morale
  • Provide guidance and assistance on how to address employee performance and conduct issues
  • Assist a supervisor/manager successfully navigate their way through the complex laws and regulations pertaining to ER issues
  • Maintain and utilize expert expertise on various laws and regulations pertaining to ER issues and employee rights

KNOWLEDGE & SKILLS

  • Experience as lead negotiator on at least five complicated and/or contentious collective bargaining agreements, with limited supervision
  • Ability to provide advice, guidance, and assistance to upper-level management on labor law, policy and procedures while preparing necessary documents for, managers and supervisors for labor relations matters
  • Experience representing a government agency on various bargaining initiatives
  • Experience providing labor research and case interpretation to support managements positions
  • Experience representing any agency before third party officials such as: (e.g. Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB) and Federal Service Impasse Panel (FSIP) and arbitrator)
  • Interpret labor relations related agreements, including contracts and collective bargaining agreements, relating to working conditions, and personnel management activities
  • Experience providing advice and recommendations in all facets of organizing campaigns and elections of unions seeking recognition; ability to participate in negotiating contracts with recognized unions; ability to represent the federal Agency in unfair labor practice (ULP), mediation, impasses, arbitration proceedings before appropriate adjudicating authorities and provides advice and assistance on labor management relations activities
  • Experience working closely with clients in formulating/drafting labor relations proposals and conducting associated research; must provide concrete examples
  • Experience responding to demands from the union and communicating management's position/message to the union; must provide concrete examples

EDUCATION

  • Required: Bachelor’s degree human resources, business management, or related majors
  • Juris Doctorate (JD) or at least (10) years specializing in Federal sector Labor Relations

  • U.S. citizenship required since this role supports the U.S. federal government

Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
