ROLE

We need an experienced General Clerk to support the public room, records, and dockets section, as well as general services, within the Support Services Division of the Bureau of Land Management (BLM) Eastern States State Office (ESSO). RESPONSIBILITIES

  • Execute and support policies and procedures for ESSO Public Room
  • Support the updates of the Standard Operating Procedures for the Public Room per agency and department policies for BLM Eastern States staff
  • Assist members of the public and internal staff with general inquiries related to public lands and/or BLM services
  • Retrieve incoming mail from the mailroom, open, sort, and distribute according to Eastern States procedures
  • Perform mailroom function for the purpose of receiving funds and enter that information into the financial system
  • Issue park passes to the public upon request
  • Provide customer service to a variety of public land users and visitors to the BLM ESSO Public Room, over the phone, and in response to emails received in the ESSO Public Inquiries Inbox
  • Assist customers in researching BLM land and mineral title records, cadastral survey records, as well as internet-based lands and mineral databases
  • Explain Master Title Plats, Oil and Gas Plats, survey plats, and survey field notes
  • Accept over-the-counter filings and explains policies and regulations pertaining to oil and gas leasing, mining claim locations, realty, recreation, wilderness, and the wild horse and burro program
  • Serve as a collections officer
  • Collect payments for maps, brochures, duplication services, mining claims, and other products
  • Follow appropriate procedures for safeguarding federal funds in locking cash drawer and combination safe
  • Enter cashiering data and received checks into Collections and Billing System
  • Perform daily reconciliation of cash drawer, and transfer funds and documentation to collection officers
  • Performs research and duplication to complete copy work requests as assigned
  • Respond to mail, telephone, and email inquiries regarding the public lands and resources
  • Responsible for ensuring work products are accurate and meet the needs of the customer
  • Responsible for supporting mail (including USPS, Fedex, and similar) preparation, collection, and distribution

KNOWLEDGE & SKILLS

  • Detailed oriented, must have the ability to follow detailed instructions and perform quality control work
  • Ability to learn simple computer systems
  • Ability to follow established procedures as defined by the Business Manager or Deputy State Director of Support Services
  • Comfortable with public speaking, explaining policies and regulations to individual customers as well as to small groups

EDUCATION

  • Preference for college degree in natural resources, public policy, or related discipline

Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
