Public Works - Road Master

Job Summary:
This position has the overall supervisory responsibility for the public works crew members and the maintenance and repair of the Borough’s roads, streets, storm drainage, parks, buildings, facilities, equipment and systems. Work involves planning, scheduling, and assigning projects in order to meet the Borough’s maintenance schedules, to provide for seasonal needs, and to respond to emergencies. This is a working supervisory position in which the employee participates in all work performed, including the skilled operation of all specialized pieces of construction and maintenance equipment.
Duties and Responsibilities:
- Prepares and submits budget and bid specifications for materials and equipment to the Borough Council for review and approval;
- Identifies upcoming public work needs (street repair, paving, crack sealing, catch basin repair, etc.) for the Borough.
- Informs Borough Council of any major repairs on all Borough equipment, buildings, or properties.
- Submits monthly written public works department reports and presents at Borough Council monthly meetings.
- Contacts Borough Council liaison during emergencies for support, possible guidance and maintaining communication;
- Meet and assist outside contractors to go over street work that needs to be addressed;
- Meet and schedule with outside contractors to spray vegetation on Borough playgrounds, ball field, and walking tracks;
- Determine, assign, and complete yearly street sign installation and repair within state guidelines;
- Ensures that all Borough vehicles and equipment are kept clean and receive schedule safety inspections and preventative maintenance repairs; Maintains daily usage log.
- Daily assigns, directs and supervises the work of the Public Works Crew members; Provides training and ensures proper paperwork for all new employees; Provides yearly evaluations for all full and part-time public works employees.
- Directs and participates in snowplowing and salting of Borough streets when weather conditions require such action;
- Responds to concerns from both neighboring townships and local residents and follow up as needed;
- Directs and participates in the mowing and trimming of all Borough properties; painting of curbs, crosswalks, and stop bars; minor carpentry, plumbing, and welding jobs; annual leaf collection, annual Christmas tree pickup, pot hole repair, and other issues that may arise;
- Directs and distributes barricades and no parking signs for parades and other special events;
- Attends educational training events/meetings as required.
- Other duties as assigned by Borough Council.
Required Knowledge, Skills, and Abilities:
- Practice and maintain safe equipment operations and safety knowledge of job responsibilities by adhering to departmental, local, State and Federal guidelines and laws.
- Ability to understand and follow standard operating procedures and rules and regulations within the organization.
- Knowledge of standard practices and techniques of road maintenance.
- Skill and ability in the safe use of hand and power tools and in the operation of chain saws, dump trucks, snowplows, graders, backhoes, loaders, mowers, anti skid spreaders and similar equipment.
- Basic knowledge of electrical, construction, landscaping, carpentry, mechanics or other related skills.
- Ability to respond to emergencies on a twenty-four-hour basis.
- Ability to recognize road repair needs and to accurately estimate material and labor requirements for the specific projects.
- Ability to utilize computers for record keeping, documentation, communication, researching equipment and material pricing, etc.
- Ability to develop and maintain cooperative relationships with coworkers and Borough residents
- Ability to guide, direct and motivate employees
- Ability to plan, organize and assign work on a priority basis
- Ability to communicate effectively, both orally and in writing
- Ability to perform basic arithmetic calculations
Physical Requirements:
While performing the duties of this job, the employee will be required to stand, walk, climb ladders, use hands to operate tools or reach objects. The employee is required to push, pull, lift or move objects that weigh in excess of 50 lbs. While performing the duties of this position the employee may be exposed to heights, dust, noise and moving parts. Due to the nature of the position the employee must be able to work in all weather conditions.
Minimum experience or training:
Required:
High School diploma or GED required
Five years of experience relating to construction, repair, and maintenance of streets or storm drainage systems
A minimum of 5 years supervisory/management experience
Must possess and maintain a valid Pennsylvania Driver’s License
Computer knowledgeable; Ability to use MS Office, specifically Word and Excel
Preferred
Associates or Bachelors degree in environmental planning or related field
Vocational certification and supervisory and/or personnel management training
Licensed heavy equipment operator, Certified First Aid Responder, Welding/Electrical/Carpentry certificates; PA Class B CDL.
