The Human Resource Director is directly responsible for the overall day to day administration, coordination and evaluation of the human resource function.

Essential Functions

· Annually reviews and makes recommendations to Chief Human Resources Officer improvement of the organization's policies, procedures and practices on personnel matters.

· Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.

· Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance is followed.

· Assists CHRO in the annual review, preparation and administration of the organization's wage and salary program.

· Oversee all benefits, payroll, retirement plans etc., including completing surveys to make sure the Agency is matching or exceeding market.

· Coordinate exit interviews to determine reasons behind separations.

· Responsible for recruitment and develop metrics and reporting to measure results.

· Works directly with Supervisors to assist them in carrying out their responsibilities on personnel matters.

· Recommends, evaluates and participates in staff development and recruiting talent for the organization.

· Compile, analyze statistical data and reports to identify causes for personnel problems. Determine and recommend employee relations practices to establish positive employer-employee relationship to promote a high level of employee morale.

· Investigate agency incidents and accidents. Develop and implement procedures for the provision of medical treatment services with industrial clinic. Prepare reports for claims Management Company to assure prompt processing of medical claims.

· Directs preparation and distribution of written and verbal information to inform employees of compensation, benefits and policies/procedures. Respond to employee questions for the purpose of clarification regarding organizational practices, policies and processes.

· Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. Complete annual EEO-1 reporting.

· Work with Supervisors on implementing a best practice review and performance appraisal process. Regularly meet with managers and provide coaching on delivering the review and performance assessments. Attend to employee complaints and work to resolve conflicts.

· Manage and supervise other HR staff, ensuring they are assigned and carry out proper tasks.

· Conduct file review and supply data for monitoring and organizational standards.

· Participates on committees and special projects and seeks additional responsibilities.

· Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.

· Perform work in a professional manner that upholds Wayne Metro’s policies and procedures.

· Other duties as assigned.

Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

Minimum Qualifications:

· Bachelor's degree OR a combination of education and experience that is similarly equivalent.

· A minimum of eight years of experience in a related field.

· A Master's degree strongly preferred.

· Experience and demonstrated abilities in all facets of employee recruitment, hiring, orientation, maintenance and separation.

· PHR/SPHR or SHRM-CP/SHRM-SCP Certification strongly preferred.

· Knowledge of/ability to learn various HRIS programs.

· Knowledge of state and federal regulations as it relates to the facilitation of all Human Resource policies and procedures.

· Must have strong change management skills including problem solving, creating meaning, innovation and transformation, relationship influence, and role influence.

· Strong business acumen, including financial capability, strategic capability, and technological capability.

Minimum Competencies:

· Working knowledge of intermediate internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.

· Ability to communicate effectively both orally and in written form.

· Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.

· Ability to provide services for those persons facing economic, social, health, age, and educational barriers.

· Must have strong change management skills including problem solving, creating meaning, innovation and transformation, relationship influence, and role influence.

· Ability to work independently or in a team environment (as deemed necessary).

· Strong analytical, decision-making, problem-solving and organizational abilities.

· Ability to make informed decisions and choices based upon priority, business necessity and bottom line impact.

· Ability to manage multiple and sometimes conflicting priorities with a high capacity for heavy volume.

· Ability to provide excellent, timely customer service in a fast paced environment.

· Perform work in a manner that upholds Wayne Metro policies and procedures.

Licensing and Other Requirements:

· Valid driver’s license and reliable transportation.

Travel Requirements:

· Ability to travel to various sites.Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Work Hours:

  • This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position regularly requires long hours and occasional weekend work.
