The Director of Senior Services Department is appointed by the County Executive and approved by the County Commission, for a 6-year term, in accordance with the Wayne County Charter. This position reports directly to the Chief Operating Officer or another cabinet member of the County Executive. This position shall oversee and direct the operations of the County that provide services for senior citizens, including the County's senior nutrition Meals-on-Wheels program. The department serves as the advocate for senior citizens in County operations and works closely with the Health, Human, and Veterans Services Department and other County departments to promote synergies to provide quality service delivery to the County's elder residents. This role leads and manages all programmatic and administrative functions of the department, including the budget, personnel, and technology that support the department's operations and is required to meet strict deadlines. The role is responsible for establishing and maintaining community partnerships throughout the department's service areas. This role is also responsible for developing new revenue streams to enable the department to expand its range of services for seniors.

Tasks, Knowledge, Skills and other information
  • Develop, implement and monitor of all activities and related responsibilities
  • Meet with seniors and community leaders to promote Wayne County
  • Assist in developing/ overseeing annual departmental/division operating budget
  • Develop policies that improve the Department of Senior Services
  • Oversee the administration of all of the Department of Senior Services functions with the exception of those functions managed by other elected county officials
  • Recommend improvements in Senior Services county programs and services
  • Direct, supervise and manage staff
  • May attend functions and represent the residents of Wayne County
  • Administer, interpret and explain policies, rules and regulations
  • Assist in establishing internal control procedures
  • May serve on committees and other government boards
  • Evaluate and implement current and long-range planning policies
  • Meet with board members, organization officials and staff members to establish plans
  • Oversee special events to promote Wayne County activities involving Senior Services
  • Manage contracts/grants and agreements with federal and state agencies and other organizations


At the time of application, eligible persons must have:

  • Bachelor's degree in Public Administration, Business Administration, or a related field.
  • Master's Degree preferred.

  • At least seven years of progressively higher-level responsibilities, including management responsibilities, in an administrative role.
  • Experience working with senior nutritional or other issues related to senior citizens preferred.
  • Experience working with a municipality or other public agency, or a non-profit organization is preferred.
  • Experience with fund development also preferred.

A combination of education and experience will be reviewed and may be substituted.
