POSITION OVERVIEW

The Executive Director is the leader and principal staff member to the Washington Workforce Association (WWA). The Executive Director reports to the Board of Directors and is responsible for the organization’s consistent achievement of its mission, goals, and financial objectives.

GENERAL DESCRIPTION

The Executive Director will lead the development of all necessary policies, procedures and information systems for operating WWA, as well as constructing and maintaining fiscal and administrative accountability mechanisms. The position is currently supported by a contract providing part-time administrative support services. General responsibilities include representing WWA’s interests at meetings established by state agencies, coordinating Board and Committee meetings and the association’s external activities, administering contracts, leading WWA’s annual conference planning, developing and implementing Association budgets as approved by the board and supervising any future subordinate staff.

The ideal candidate will have a proven track record of delivering results, establishing outcome measures for the organization, and creating a positive, attractive working environment characterized by teamwork, innovation, and personal accountability. A strong understanding of the workforce development system and the role of local workforce boards as defined in the Workforce Innovation and Opportunities Act (WIOA).

The Executive Director will possess the ability to approach issues from a broad perspective, to recognize and anticipate Association needs, to be consistent in follow-through, and to effectively communicate with all twelve WWA board members.

This position is full-time, exempt and requires travel. The base of operation is negotiable and will be located in a Workforce Development Council Office located in the South Puget Sound Area that provides accessibility to the Olympia region on multiple days in a week. The annual salary range is $75,000 - $85,000 DOQ and includes allocation for healthcare and retirement benefits.

ESSENTIAL JOB DUTIES AND RESPONSIBLITIES

Working with the Chair. Executive Committee or other committees:

· Prepares budget for approval; implements and is accountable for the approved budget.

· Develops and implements policies and procedures as approved by the WWA Board.

· Recruits, employs and manages staff to assist the organization. Oversees administrative support services currently provided on contract.

· Oversees and keeps the Board of Directors informed of organizational and administrative matters.

· Maintains official records and documents, and ensures compliance with federal, state and local regulations.

· Reports and advises on significant developments and trends in the workforce development field.

· Actively establishes and maintains sound working relationships and cooperative arrangements with local, state and federal stakeholders and policy makers.

· Serves as a resource to Congress members, legislators and government agencies.

· Monitors state and federal legislation/regulations/policies and coordinates action or response as appropriate.

· Monitors state and federal workforce development stakeholder’s activities and coordinates appropriate action or response.

· Develops position statements and white papers.

· Plans, coordinates and manages meetings of the Board of Directors, committees, and other meetings as directed; provides guidance and assistance to committees and task forces; responsible for generating, disseminating and maintaining minutes of those meetings.

· Develops and implements an internal communication plan with the Board of Directors.

· Aligns the work of WWA to support the Local WDC’s strategic/operational plans and common interests.

· Directs and pursues funding that supports WWA’s mission and strategic direction.

· Manage contracts and grants.

· Assures that the Association’s website is functional and current.

· Other duties as assigned by the Board Chair and/or Board of Directors.

KNOWLEDGE, SKILLS AND ABILITIES

· Strong leadership skills

· Strong workload organizational skills

· Excellent oral and written communication skills

· Proficiency in the use of technology; including Microsoft Office Suite, social media and innovative technology tools to facilitate communications and business processes

· Ability to work with a variety of leaders and stakeholders; foster teamwork and collaboration; and organize, negotiate and problem-solve

REQUIREMENTS

· Bachelor of Arts or Science from an accredited four-year university

· At least 5 years of experience in the management and direction of a 501c3 non-profit organization; governmental organization; or an organization similar to the Washington Workforce Association

· Reliable automobile transportation with a valid auto insurance

· Valid Washington State Driver’s License

· Pass a criminal background and financial check

PREFERENCE

· At least two years of experience in higher level management and administration of workforce development programs

· Knowledge of Washington State and national workforce legislation and systems

· Knowledge of current issues of workforce development and the labor market.
