The Department of Licensing is seeking an experienced innovative, collaborative and relationship-oriented Contract Specialist 3 who will provide support to the Contracts, Procurement and Purchasing unit within the Administrative Services Division, supporting the Agency purpose of helping every Washington resident live, work, drive and thrive.
This position will primarily telework while conducting agency wide contracting and acquisition related practices to include timely planning and accurate implantation in accordance with RCW’s, DES and DOL policies. Prior to implanting these practices, you will ensure risk analysis procedures were completed while coordinating with all key stakeholders such as but not limited to contract managers, agency risk manager, and the agency AAG representative.

- Two years of experience as a Contract Specialist 1
One year as a Contract Specialist 2
A Bachelor's degree in business administration, public administration, business law, commerce, economics, mathematics, statistics, or closely allied field.
*Qualifying experience may substitute year for year in place of education
Three years of professional experience in negotiating, administering, or terminating contracts, contract property management, contract cost or price analysis, or contract compliance.
- Experience overseeing contracts and competitive procurement processes to include experience negotiating contracts.
- Experience performing risk analysis and applying contract-specific mitigation strategies to reduce potential of risk.
- Experience understanding, explaining, and correctly applying relevant rules, laws and regulations.
- Demonstrate technical knowledge and skill in using Microsoft Word to create documents, spreadsheets, calculations, graphs, and data analysis.
Applicants who also possess the following may receive additional consideration by the hiring manager:
- Experience negotiating contracts, cures and terminations.
- Experience with Information Technology/Information Services procurements and contracts.
- Experience reviewing processes then developing and implementing process improvement.
- Experience is facilitating project teams to develop milestones, goals, and desired outcomes.
