Job Description

Washington Mills is seeking an energetic and skilled Personnel Administrator to be responsible for working with management in all areas of payroll and benefits in support of the goals of the Niagara Falls, Ontario facility. The principal challenges are to understand and apply union contracts and Company policies/procedures, as well as process payroll weekly for over 50 employees. You must maintain employee confidence and protect payroll operations by keeping information confidential. The Company is currently going through a Payroll System transition to Ceridian Dayforce and knowledge of the system would be extremely beneficial. Support for this role is provided through existing plant management, Manager Human Resources, HRIS Manager, and Associate General Counsel.

Essential Functions


· Audit time cards using Timetech system and knowledge of the Collective Agreement

· Liaise with supervisors

· Apply codes on time cards using 40+ different codes

· Adjust employee rates in master file using weekly manpower schedule for direction; requires understanding of weekly manpower schedule and knowledge of Collective Agreement

· Create control sheet for codes and hours

· Keypunch time cards info into People Strategy system and balance using control sheet

· Update and maintain employee info in People Strategy system

· Input employee adjustments and separate payments

· Create reports for labour costing, pension, and month end journals

· Generate monthly payments to Employer Health Tax and Union

· Generate weekly payments to Family Court

· Update G/L on Prodosy system weekly

· Create and input month end journals and reconcile G/L

· Record and reconcile vacation pay and floating holidays

· Print time cards weekly

· Issue ROE’s when required on ROE Website following Service Canada guidelines

· Stay current on Canada Revenue changes and requirements

· Reconcile T4’s at year end

· Assist in system transition to Ceridian starting Q3, 2019


· Update and maintain employee records on NexgenRx system

· Liaise with insurance/benefits providers

· Audit monthly invoices and reconcile to payroll

· Record and track benefits costs

· Maintain file of employee benefits enrollment

· Maintain file of benefits providers’ contracts

· Assist employees filing benefits claims

· Process death claims


· Recruit actively from local agencies, media, job fairs, and local schools for candidates for varied positions at site

· Screen and interview potential employees and make recommendations to management for new hires

· Provide initial Company orientation and all necessary training

· Maintain files of prospective job applicants for future employment opportunities

· Establish initial employment records to ensure legal compliance and benefit enrollment per policies


· Create biweekly overtime roster and maintain records on Access program

· Assist with diagnosing and correcting problems with time clocks on Timetech system

· Issue swipe cards for front gate and maintain employee records in Centaur system

· Back up switchboard

· Maintain ballots and assist with monthly Safety Draw

· Order flowers/fruit baskets as required

· Process registered mail and maintain stamp inventory

· Prepare documents for shipment by courier

· Direct visitors at front office

· Receive deliveries of office supplies

· Post bulletins and maintain a record

· Create and facilitate vacation pick schedule annually for hourly employees

· Schedule biannual medicals and liaise with medical clinic

· Schedule, plan, and facilitate Christmas/Service Awards lunches annually

· Manage employee Charitable Fund and distribute annually

· Co-manage employee Rec Club and organize Children’s’ Christmas party

Required Skills

· Requires minimum of an Accounting & Payroll Diploma and/or 3 years business experience

· Prior experience with computerized benefit and payroll systems

· Must be proficient in data entry with strong computer skills ( Excel, Word, PowerPoint) and will be trained to learn various Company business systems to manage all areas of the job
