The Washington Health Benefit Exchange is a public-private partnership that operates the WAPlanfinder mobile app and

Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health

and dental coverage. Through Washington Healthplanfinder, individuals and families can compare and enroll in health insurance

coverage and gain access to financial help and public programs like Washington Apple Health.

The Lead Cloud Platform Engineer/Architect leads the research, design, architecture, and system strategy for backend physical and cloud

technologies and works with other architects to develop implementation plans, standards, roadmaps, and long-term technology directions.

The position must establish and maintain effective working relationships with staff at all levels in the HBE, state agencies, vendors,

agents, and others as needed.

The position provides hands on expert-level leadership in the areas of system architecture, design, and interfaces and provides

architectural leadership in designing technology solutions that meet the organizational objectives and are technically sound.

The position requires an interest in hands on cloud engineering to test out innovative solutions prior to broadening their

implementation to engineering staff. The engineer/architect leads, mentors and grows engineering staff.


* Technology Expertise

o Coach DevOps ideologies while driving and communicating change supporting DevOps/SecOps methodology within the organization

o Expert Azure (AWS, GCP) administration & engineering for IaaS and PaaS, including monitoring, alerting, policy & optimization,

RedHat Operating system, and Automation Tools

o Mentor, guide, and teach other engineers as they solve and navigate complex problems in changing/evolving technology landscape.

o Develops standards for IT around systems, technology, and infrastructure.

o Architect solutions that seamlessly integrate into hybrid cloud operating models for existing operational infrastructure functions

while keeping business and IT goals aligned.

o Suggests cloud and system design improvements to the HealthPlanFinder (HPF) and other HBE technologies.

o Looks at emerging and current Cloud technologies for use at HBE.

* Acts as subject matter expert for Cloud Infrastructure technologies for use at HBE.

o Research, test and develop solutions and concepts for the organization's engineers, documenting and creating architectural artifacts

and presenting solutions to architecture groups and the enterprise solutions committee.

o Builds and manages the IT Product and Technology Portfolio and roadmaps

o Tracks and maintains all system and software support and end of life dates

o Leads IT Process Efficiency Improvement

o Acts as Expert for Technology and Infrastructure Systems

o Designs and Implements New Technologies and Systems

o Maintains a Technology Portfolio

o Develops Service Design mappings and documentation on all major HBE services

* Documents cloud systems, technology, and services

o Coordinates events and activities with business stakeholders and technical personnel to facilitate identification and documentation

of business requirements against IT architectural standards to deliver IT solutions.

o Creates technical network maps

o Creates system design diagrams

o Creates and maintains technology roadmaps for all services and technologies

o Coordinates and leads root cause analysis and remediation on high-level strategic system and technology issues.

o Creates baselines and standards based on expertise, best practices, regulatory and policy needs.

* Technical Management Strategy

o Works closely with other groups in IT and other areas to assist with the selection and evaluation of technology solutions.

o Develops and implements IT technology strategy for the Cloud Infrastructure and Technology based on federal compliances and system needs.

o Prioritizes architectural activities based on business needs

o Measures the resulting business value against architectural strategies

o Research, develop, and implement new technologies in the Cloud

* Technical Standards

o Drives the adoption of IT Industry Best Practices and Standards

o Champions the Commercial-off-the-shelf (COTS) solution usage

o Promotes Reuse of Solutions

o Develops and keeps up to date Technology standards

o Maps security and regulatory requirements to functional solutions

* Works closely with the HPF vendor and hosting provider to communicate changes and system-wide problems, representing HBE around IT

Infrastructure strategy and technology planning, helping coordinate any infrastructure-related activities with other HPF external business partners.

* Analyzes and resolves complex business and/or technical problems within assigned discipline.

* Functions as a consultant for the infrastructure architecture designs, plans, and direction.

* Assists with the development and documentation of processes and procedures for implementing and maintaining the core system and server infrastructure.

* Uses industry best practices, regulatory requirements and policies to create standards and configuration baselines.

* Analyzes and resolves complex business and/or technical problems within assigned discipline.

* Works with third-party vendor and partners to notify and alert all relevant stakeholders when issues and outages are identified during key business hours.

* Provide consulting support to supporting architects within projects to ensure the project is aligned with the overall enterprise architecture.

* Design and direct the governance activities associated with ensuring solutions architecture assurance and compliance.

* Creates and maintains moderately complex scripts, script components and applets/small applications. Makes recommendations to other engineers for changes to existing scripting standards.

* Ensures timely, accurate, and quality execution of all deliverables.

* Other duties as assigned.



* Bachelor's Degree in information technology, computer science, or technology-related field AND five years of progressive experience in an advanced engineering role.

o Note: Qualifying experience may substitute year for year for education

* At least four years of enterprise infrastructure administration experience including:

o Experience with cloud-based solutions using IAAS, PAAS, or SAAS on a large-scale cloud provider (AWS, Azure, etc.).

o 5+ years experience in Enterprise-Scale Azure, AWS, or GCP environments

o Experience with SOA and environment-separated system designs based on technology and activities.

o Experience with systems and technology architecture and engineering.

o Experience with large enterprise infrastructure projects and modernization.

o Experience with meeting and implementing regulatory, security and policy requirements.

* 3+ years hands-on experience with Infrastructure-as-Code concepts and tools, such as Ansible and Terraform

* 3+ years hands-on experience with Containers (Docker, Kubernetes, ARO) and Serverless

* 3+ years hands-on experience with CI/CD & DevOps solutions (Ansible, GitHub)

* At least three years of application support using IIS, Apache, or similar webserver/hosting products.

* Direct hands-on experience on technology infrastructure, network, compute, storage, and virtualization experience

* Highly passionate about Cloud Cost optimization solutions

* Experience and understanding of Agile framework.

* Strong advanced troubleshooting skills with the ability to analyze logs, systems changes, and system health for the root cause.
