Job Description
Salary: $19-$30/hourly DOE


Assists with the development, implementation, and execution of various water conservation measures to ensure a sustainable water supply for the public. Responsible for the implementation and day-to-day management of the district’s grass rebate program. Assists with other water conservation projects, programs, and activities as outlined in the district’s water conservation plan under the direction of the Water Conservation Manager. Coordinates with state and local entities for the development, implementation and dissemination of district water conservation programs.


This is a full-time benefited position. Regular business office hours (8:00 a.m. to 5:00 p.m.) Monday through Friday. Requires varying hours to attend events, special meetings and to teach classes. Some travel is required to inspect grass rebate sites, attend events, meetings and conferences. 


Washington County Water Conservancy District (WCWCD) provides full time employees with an excellent benefit package including healthcare plan options (100% employer paid with no out of pocket premiums for employee/dependent coverage with very low to no deductibles), dental plan (no out of pocket premiums for employee and dependents, and a vision plan.   • Works closely with Water Conservation Manager to develop and implement conservation programs as outlined in the Conservation Plan. Primarily responsible for the development, implementation and management of the district’s grass rebate program.
  • As directed, assists with other homeowner rebate programs and commercial water auditing. Also assists with grants and rebates for business entities and municipal partners. Meets occasionally with consultants, member agencies, contractors, and business entities to review, implement and improve contracts and programs. 
  • As directed, assists in the development and implementation of the district’s water efficiency standards and landscape requirements. Works with member agencies and city planning departments in providing follow-up training and support.
  • As directed, provides input on the effectiveness of the District’s water conservation programs.
  • May collect, analyze, interpret, or present information on water conservation activities to district staff, member agencies or the general public. May provide landscape design assistance and expertise for demonstration gardens, district facilities, member agencies, the general public, and high-profile projects within the district’s service area.
  • Assists in the selection of and coordinates the duties of seasonal conservation technicians as needed for help with conservation programs. Coordinates with the Communications and Governmental Affairs manager to develop conservation-related information and outreach materials. 
  • As directed, develops and delivers appropriate presentations on conservation topics for community leaders, member agencies, classes, associations, clubs, and other civic groups 

Knowledge, Skills and Abilities:

4.Willingness to learn water supply and water conservation concepts, programs, and strategies.

6.Ability to issue and manage contracts associated with conservation related programs.

7.Ability to use personal computers along with software such as e-mail, appointment schedules, word processing, and spreadsheets.

8.Basic keyboarding ability.

9.Ability to operate basic office machines such as copiers, printers, and phones.

The successful candidate will possess impeccable communication skills including, excellent oral and written communication skills, with a strong customer service aptitude. The successful candidate will also be expected to comprehend and construct detailed memos, letters, reports, and other correspondence, actively participate in group meetings, make presentations, and present information both internally and outside of the district on the district’s behalf.

The successful candidate will be accomplished in problem solving with the ability to apply common sense, analyze data and interpret results yielding varying outcomes. Such work might include interacting with individuals and businesses participating in the grass-rebate program. Ability to conduct progress meetings with consultants and guiding their efforts.

Cooperative Interaction:

Provides daily direct service to members of the public, related governmental entities, contractors, and consultants. Provides frequent service to the district’s Executive Staff and the Board of Trustees
