    A minimum Active DoD Secret Clearance is required.

    DUTIES: To assist the CS Programme Director with responsibility to manage programmatic change through the identification, definition and tracing of programmatic benefits and capability level requirements. Depth will range from the working level at SHAPE/ACO (the operational requirement authority) to NCIA that acts as Host Nation for C3 Capability (the technical requirement authority). Will work across various stakeholders to meet CAP CIS objectives including NATO Headquarters bodies such as the Office of the Chief Information Officer (OCIO) and NATO Office of Resources (NOR).

    The Capability Change Management Analyst will report to the CS Programme Director. The Analyst will take advice and guidance from the Requirements Branch Head (REQ) or the appointed representative. The increase of this SME capacity is required to ensure that a solid base of digital/CIS specialist and corporate knowledge is available to the CAP CIS.

    Digital Backbone support will be supported through coordinating the elicitation, capture and development of programmatic requirements across all aspects of DOTMLPFI for the controlled change of assigned Capability Areas from and inclusive of the ‘As-Is’/legacy through to ‘To-Be’/future instance. The Analyst:

    • Will interact with SHAPE/ACO counterparts to identify, deconstruct, map and clarify underlying operational needs and contribute as Operational Requirements Statements (ORS), Capability Requirements Statements (ORS), Capability Requirements Briefs (CRBs) and Capability Programme Plans (CPPs).
    • Shall develop concepts of operation and courses of action to clarify ORS/CRB including proposals for innovation activities to define requirements. Analyst shall monitor requirements to ensure integrity of traceability including use of existing ACT REQ/RTQ tooling).
    • Is required to support requirements management aspects of NHQ Board and Committee approval processes.
    • Shall employ analysis techniques to ensure change management capability requirements that are specific, measurable, acceptable, realistic and time-bound (SMART). In coordination with other branches, the Analyst shall monitor and track Urgent Requirements (URs) generated by the Operational Commands.
    • Shall collect, analyze, and upload data to the PfMO iHub as well as other knowledge management portals (such as the Programme SharePoints and HQ Electronic Data Management System (EDMS). The Analyst shall support CIS service definition within the NATO structure and development of Mid-Term Plans (MTP).
    • Shall support the NATO Defence Planning Process (NDPP) by participating in discussions, meetings, and workshops as necessary.
    • Shall provide a weekly 1-page report of reviews and analysis conducted, including issues identified and recommendations.

    EDUCATION: University Degree and 2-years function related experience of a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years’ post-related experience.

    DESIRED: Knowledge of IBM Rational DOORS. Programme or Project Management. Experience working with NATO at the strategic level. NATO CIS experience. Knowledge of CIS capabilities. Experience working with military/public at the strategic level. Masters level degree.

    REQUIRED QUALIFICATIONS: MS Office suite skills (Excel, Word, PowerPoint, Outlook). Experience with Visio and MS Project desirable. Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333) - Listening, Speaking, Reading.
