WSP is currently initiating a search for a Contract Specialist for our San Jose, California office.

Duties and Responsibilities:

  • Preparing procurement documents for a major transportation project. Completing the BART Extension to Silicon Valley implementing multiple delivery methods (DBB, DB, and DBFOM). Typical documents required to support the procurement and contract initiation are; RFQ, RFP, and Contract Terms and Conditions. For DBB Contracts the project will be releasing RFQs and Invitation to Bid (IFB) with final design plans and specifications to the shortlist of qualified entities.
  • Working with a team of contract and procurement specialists coordinating input from design and construction professionals as well as those environmental and planning experts from various organizations.
  • Communication skills are a must with experience in negotiation and legal terminology. With FTA funding, the project will follow FAR procurement regulations as well as Santa Clara Valley Transportation Authority (VTA) procurement and contracting protocols.
  • Other duties include contract administration, change management processing, and performance audits relating to contract requirements to assure compliance.
  • Experience related to rail and transportation market a plus as is working on major public transportation programs and projects.

Minimum Qualifications:
  • Bachelor's Degree in many fields of study are considered acceptable.
  • Past Experience and on-the-job training are also fairly common for people in this field.
  • Minimum of five or more years performing similar procurement and contract management functions
  • Working in a team with planning, engineering, design and construction professionals to assemble and administer procurement and contract documents in the transportation market.
  • Capable and flexible working with aggressive schedules and meeting commitments.

Preferred Qualifications
  • Supporting design and construction management personnel with contract administration and interpretation of terms and conditions during contract delivery.
  • Working with large contracts containing technical requirements, special conditions relating to the working environment and logistics for contractors.
  • Experience with risk management and the implementation of risk mitigation strategies through contract development and execution.
