With the belief that they were there when we needed them, so we must be there now that they need us , Veterans Inc., the largest provider of supportive services to veterans and their families in New England is seeking a highly motivated professional to fill the role of V eteran Housing Rehabilitation and Modification Project Specialist and become a valued member of the Veterans Inc. team!

The Veteran Housing Rehabilitation and Modification (VHRM) program is designed to rehabilitate and modify the primary residence of veterans who are low-income and living with disabilities. This position is responsible for providing case management to veterans receiving assistance, as well as providing overall support to the Program Manager and projects as needed. The qualified candidate must be self-sufficient, have a strong and dependable work ethic and the ability to multi-task and prioritize.

Roles and Responsibilities:

Program Development and Management:
Develop a written program overview and establish standard operating procedure (SOP) for program
Oversee and develop a marketing/media campaign
Develop informational material for the program, and inform/update call center, as well as distribute material to staff, and other municipalities; public agencies, and partnering non-profits
Responsible for recruitment of local contractors with preference to MWBE & veteran-owned businesses
Organize a Selection Committee, including creating an application and developing the written criteria for selection process; specifically for rehab and energy upgrades.
Recruit homeowners from media campaigns (self-referrals), internal (staff) referrals, external community organization referrals
Qualify and select veteran homeowners to receive assistance through the VHRM program
Assist veteran homeowners through procurement of 3 quotes from contractors, energy audits as necessary, organize Volunteers and Days of service to work on project
Track in-kind labor and materials expenses, and monitor budgeting.
Ensure HUD compliance, and monitor tracking and ensure proper reporting on each project.
Track and report on specific Outcome Measures as identified in the application for funding.
Grant Goals and Monitoring:
Outreach to a minimum of 280 veterans regarding program.
Provide rehab and accessibility improvements to 50-60 homes over 3 years to low-income disabled veterans and their families
handicapped accessibility- 24 homes
inhabitable home renovations- 24 homes)
Energy renovations for veteran households whose monthly utility costs are greater than 5% of income -12 homes- $168,000/year ($504,000 total) match funding from in-kind labor and materials.
Outcome Measures and Reporting:
A description of the cost savings and other impacts on participants from housing rehabilitation and modification services provided, such as reported time savings, health and safety outcomes, mental wellness or stress levels, ability to engage in previously inaccessible activities. VI anticipates that a minimum of 17 - 20 veteran households each year will be impacted by housing modifications, rehabilitation or energy savings;
A description of the outreach initiatives instituted by VI to identify and engage eligible veterans and their families, and veteran service organizations, in projects utilizing grant funds.
Relevant information on assessing outcomes and corrective actions needed will be described; and An annual report documenting achievements will be submitted to HUD on deadline.
The successful candidate will possess:
Minimum of Bachelor's degree in Human Services, Business or other related field required, commensurate experience will be considered in lieu of degree.
Minimum of two (2) years' experience in Human Services, Vocational Rehabilitation, Counseling, Social Work, or relevant area required.
Minimum of two years management or supervisory experience preferred.

Demonstrated knowledge and experience working with the veteran and/or homeless population
The ability to communicate clearly and effectively both verbally and in writing while maintaining client confidentiality and privacy
A strong ability to be flexible, adapt to changing situations, meet deadlines, and work under pressure
Excellent organizational and case management skills
Prior non-profit professional experience is preferred but not necessary
The ability to successfully pass all Veterans Inc. pre-hire testing including, but not limited to CORI/Background and drug screening
