Since 1946 Veterans Canteen Service (VCS) has been delivering the VCS benefit to millions of Veterans enrolled in the VA Healthcare system, the largest Healthcare system in the United States. VCS is an independent service in the Veterans Health Administration (VHA) that is Veteran facing, providing reasonably priced goods and services for the comfort and well-being of America's Veterans.

The Veterans Canteen Service (VCS) at the Jefferson Barracks VA Medical Center in St. Louis, MO is seeking a Chief Accountant VC-17 (GS-13).

The primary purpose of this position is to serve as a Chief Accountant responsible for the daily maintenance of the VCS System of Accounts, General Ledger, and Payroll Deduction System. Incumbent has direct and indirect supervision of division employees including accountants, accounting technicians, and all personnel.

DUTIES:

• Must have a complete and detailed knowledge and understanding of the VCS general ledger system and processes is essential to the maintenance of a very high level of accuracy in financial reports.
• Directs the production of a wide variety of financial reports.
• Provides technical and accounting advice to the VCS Chief Financial Officer (CFO) in the resolution of system wide problems and VCS wide policy changes.
• Recommends to the VCS CFO the addition of specific accounts to meet accounting changes. Adds or deletes accounts from the General Ledger based upon accounting changes as approved by the Director.
• Answers inquiries from the Field, Central Office and Regional Managers on any and all financial statements and the derivation of supporting financial and or accounting detail.
• Performs duties associated with the management and control of VCS resources or funds
• Manages internal controls for accountability assets are in place.
• Directs the development, maintenance and continuous to update and the improvement of VCS automated systems.
• Incumbent has contact with a variety of people in VACO that are involved in the financial operations of the VA and prepares various reports to VA, OMB and Treasury.
• Incumbent is responsible for all management aspects of the VCS Payroll Deduction System including establishing policies, maintaining automation system, interface with VA payroll, timely write-offs, collections, etc.

Skills & Requirements
MINIMUM QUALIFICATION REQUIREMENTS:

Minimum of Bachelors in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Must be able to identify potential problems, solutions, and the skills to analyze a variety of conflicting or incomplete data.

• Must have a strong working knowledge of enterprise level accounting in order to effectively handle the frequently short deadlines and other normal demands.
• Must have the ability to set work priorities, multi-task, respond to rapidly changing situations, obtain information effectively and work on several projects simultaneously.
• Knowledge of the principles of financial management necessary to plan, implement, and administer complex programs, and to develop and adjust plans/policies to attain financial goals.
• Ability to analyze, comprehend and apply financial information or data.
• Ability to manage/supervise the activities of groups of subordinates, e.g., plan, organize, direct, delegate.
• Ability to effectively communicate verbally and in writing to a variety of audiences from a management perspective

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

HCP for purposes of the COVID-19 vaccination program refers to all paid and unpaid persons who work in or travel to VHA locations who have the potential for direct or indirect exposure to patients or infectious materials, including body substances (e.g., blood, tissue, and specific body fluids); contaminated medical supplies, devices, and equipment; contaminated environmental surfaces; or contaminated air. These HCP may include, but are not limited to, emergency medical service personnel, nurses, nursing assistants, physicians, technicians, therapists, phlebotomists, pharmacists, health professions trainees (HPTs), contractor personnel, and persons (e.g., clerical, dietary, environmental services, laundry, security, maintenance, engineering and facilities management, administrative, billing, and volunteer personnel) not directly involved in patient care but potentially exposed to infectious agents that can be transmitted from HCP and patients. HCP include all VA licensed and unlicensed, clinical and administrative, paid and without compensation, full- and part-time, intermittent, fee basis employees who are expected to perform any or all of their work at these locations. HCP also includes VHA personnel and contractor personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
