Responsibilities
This position is located in the Business operations Service (BOS) at the Kansas City VA Medical Center. Incumbent is responsible for a wide range of assignments and provides administrative support to the unit.
Major duties include, but are not limited to:
  • Receives applications and enters demographic, insurance and income information into computer system.
  • Generates patient data cards for veterans using the Veteran's Identification Card (VIC) system.
  • Verifies eligibility and entitlement for benefits utilizing income assessments, military discharge documents, computer hospital inquiry and other communications.
  • Advises Veterans on their entitlement to various medical benefits and discusses co-payment requirements.
  • Utilizes knowledge of medical center policies to respond to inquiries regarding care and eligibility.
  • Monitors enrolled patient data base information on a regular basis to perform updates for means tests and other programs.
  • Utilizes good judgment to effectively and properly analyze and evaluate situations to ensure veteran's welfare is protected.
  • Interprets computer generated reports and understands data processing capabilities.
  • Protects data from unauthorized release or from loss, alteration or unauthorized deletion.
  • Follows applicable regulations and instructions regarding access to computerized files, release of information, etc.
  • Communicates effectively with others.
  • Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2019.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Enters pertinent information into established computer databases to support benefit programs.
  • Verifies eligibility and entitlement for medical benefits.
  • Advises patient entitlements to various medical benefits and discusses co-payment requirements.
  • Protects data from unauthorized release or from loss, alteration or unauthorized deletion.
  • Communicates effectively with others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:Work is mostly sedentary. There will be some periods of walking, bending, lifting and carrying of medical records. This position has the potential to assist individuals who may be angry and/or potentially violent.

  • Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
