Summary
This position services as a Physician (Deputy Associate Chief of
Staff - ACOS) for Primary Care Service at the VA Southern Oregon
Rehabilitation Center and Clinics.

Responsibilities
The duties of the Physician - Deputy ACOS include but are not
limited to:
  • Admit, evaluate, diagnose, consult and provide non-surgical
treatment to patients presenting with general medical problems.
  • History and physical examination
  • Assessment
  • Diagnosis
  • Development and implementation of treatment plans
  • Follow-up and evaluation.
  • Patient educations of patients aged adult to geriatric.
  • Requests for ancillary service (radiology and laboratory tests),
consultation and referrals, patient care supplies, prosthetic
supplies.
  • Ensures employee performance plans are aligned with
organization's goals and objectives.
  • Communicates performance standards to employees.
  • Attends and represents the service in committee meetings.
  • Executes the operating budget, prepares budget requests with
justifications, and aligns resources to deliver sustained value
to Veterans.
  • Provides timely and appropriate responses for purposes of
assessing compliance with The Joint Commission (TJC) and various
other program review criteria that governs and ensures that
requirement are in place and functioning properly as evidenced
by both internal and external reviews.
  • Demonstrates participation and knowledge in the facility's
Compliance and Business Integrity Program.
  • Actions to identify and eliminate potential causes for EEO
complaints are timely and effective.
  • Treatment (e.g., hiring, placement advancement, training,
recognition, evaluations, appraisals, assignments, disciplinary
actions) of all employees or applicants for employment is fair
and unbiased.
  • Analyzes current and future workforce requirements to determine
competencies and skills needed.
  • Works with servicing Human Resources Management Office in
participating in all steps of the recruiting and hiring process
to expeditiously recruit for vacant positions and to select
qualified employees.
  • The supervisor successfully transitions new hires into their
positions by promptly communicating performance elements and
standards within applicable timeframes, providing ongoing
feedback and coaching, and making appropriate use of the
probationary period to assess each employee's ability to
perform.
  • Support of objectives and actions established in the Equal
Employment Opportunity (EEO) Affirmative Action Plan,
Handicapped/Disabled Veteran Affirmative Action Plan, and other
special emphasis programs.
  • Actions to identify and eliminate potential causes for EEO
complaints are timely and effective.

Qualifications
To qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 09/24/2019.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed
when it is not possible to recruit qualified citizens in
accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting
from a course of education in medicine or osteopathic medicine.
The degree must have been obtained from one of the schools
approved by the Department of Veterans Affairs for the year in
which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or
surgery in a State, Territory, or Commonwealth of the United
States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by
the Secretary of Veterans Affairs in an accredited core
specialty training program leading to eligibility for board
certification.
  • Proficiency in spoken and written English.
  • Physical requirements outlined below.

II, Appendix G-2 Physician Qualification Standard. This can be found
in the local Human Resources Office.
Physical Requirements: This position requires visual acuity,
keen hearing, clear distinctive speech, and manual dexterity. This
position may require potentially long periods of continued walking,
standing, stooping, sitting, bending, pulling, and pushing. The
incumbent may occasionally be exposed to patients/residents who are
combative secondary to delirium, dementia, or psychiatric disorders.
The incumbent must be a mature, flexible, sensible individual
capable of working effectively in stressful situations, able to
shift priorities based on Veteran needs.
