This position is to support the Tactical Training Group-Pacific (TTG-P) N7 run the Fleet Synthetic Training (FST) at the Fleet Battle Lab (FBL) at Naval Base Point Loma. The TTG-P is a highly technical, information technology (IT) intense center that integrates geographically dispersed elements into single training entities, The technical integrator will lead a team of approximately 25 individuals.
Specifically, this job requires the successful applicant to lead their team to conduct and maintain technical upgrades to the Fleet Synthetic Training suite at the FBL, as well as oversee the addition of Live/Virtual/Synthetic (LVC) training capabilities to the training system. In addition, the Technical Integrator will lead their team to:
-- Lead system integration and staff FBL C5I systems, training systems and monitoring stations*; validating system configuration, training architecture operational connectivity, and system interoperability with participants per event Test Plan requirements. The Contractor shall identify, assess, and document training architecture and system technical issues and recommend mitigation courses of action which may permit continued training objective accomplishment. *See TE 2, Event Support Matrix.
-- Prepare and configure FBL C5I and Modeling & Simulation (M&S) systems for operational use and validate system performance per standard system operation procedure requirements;. -- Run the equipment maintenance and storage program, which includes conducting scheduled basic maintenance, analyze and diagnose equipment malfunctions, and perform user-level corrective maintenance.
-- Oversee the FBL's crypto and COMSEC programs; review and approval for full operations of the FBL's C5I systems; the defense and facilities support program; and the authoring and maintaining of standard system operating programs,
- Minimum 20 years Surface Navy experience, including technical management as a Naval Officer supervising training, systems configuration, operation, testing, maintenance and repair;
- Minimum 4 years' experience as a technical director or program managager for C5I testing and systems integration, or experience as a C5I Director / ACOS with a Strike Group or Fleet Staff or equivalent training military command. Applicants with more than 4 years' experience will be favored.
- Experience working with the Fleet Synthetic Training architecture or equivalent DoD training simulation / architecture, such as the USAF's DMOC
- A bachelor's degree in systems engineering, computer engineering, or some other technical degree. Applicants with sufficient experience can be waivered to have a non-technical degree. Applicants with higher degrees will be favored.
